So, I object strenuously to
the simplification of issues
and to the sentimental,trivial
direction which the ad-
vertisements lend to the
issue,
There are other objections
as well, The tendency for
governments • to use ad-
vertising is dangerous,
unfair and wrong. What we
have now is an extension of
election campaigns
throughout the term of the
government. The cam-
paigners at election time are
already too long, too ex-
because it uses tax 'money
for purely polotical ends, it
wrong because it is, unfair to
the opposition which clearly
lacks the advantage of
haVing tax money and the
machinery of government toy
express contrary views,
The present advertising
campaign purports to 'take
the governments' message
to the people. It is a shoddy
attempt to by pass-all nor-
mal procedures. It is an
attempt to ignore and by-
pass the parliament of
Canada. It is also an at-
tempted circumvention of
the provincial positions on
constitutional matters.
The matter of going "to the
people" over the parliament
of Canada, and the provinces
is not acceptable. "The
people" do not want to deal
with the issues involved;
pensive and generally they cannot deal with them.

the type we as a state are

Dear Sir:
I must protest in the most
vigorous possible way, • the
use of public money to pay
for this latest advertising
campaign concerning the
constitution. I'm sure there
must be thousands of
Canadians who resent most
government advertising but
are resigned to the use of the
various media by various
government departments;
even so, the amount of
money spent in this way is
definitely out of hand.
Beyond this level of
annoyance,however,there is
exteme anger with the
government's most recent
foray into the world of soap,
beer and deodorants. The
unctuous voice, uttering
inanities about the con-
stitution is infuriating.
I expect much advertising
annoys many people but to
have_ the government of
Canada reduce con-
stitutional issues to the level
of product' advertising is
absurd and objectionable.
This element is, however,
the least important of the
issues raised, although it is
embarrassing as a Canadian
to have a government which
among other disabilities,
also lacks taste.
Mor9 serious con-
siderations are raised by this.
constitutional sales pitch.
The advertising campaign,
likealmost all spot television
and radio commercials, is
basically deceitful and
dishonest in its simplistic
approach.
The issues involved should
not be reduced to the kind of
sentimental slop apparent in
the advertisements, Most
of the population is not
equipped to deal with
questions involving con-
stitutional evolution.
The government members
have made a case, for
example for patriotism but
Mr. Trudeau has made silly
remarks about this matter
as he well knows, I'm sure,
but I expect there are many
people who are confused by
these remarks.
The federal government"
urges the people in its ad-
vertising programme to
agree with the government
position. No doubt there will
be polls conducted which
purport to show that the
people agree with the federal
position; mind you, I expect
the questions will be worded
in such a way 'that the
desired results are obtained.
Polls are meaningless fiddle-
faddle anyway, since they
too, reduce all issues to the
lowest level of un-
derstanding in order to
obtain simple answers.
Advertising, slogans,
polls, simplification of
complex issues are part of
the governments
propaganda machine.
Propaganda has, of course,
always been a tool of
government since Caesar
Augustus' time and, no
doubt, before that, however,
the manipulative techniques
of government propaganda
have become smoother,
more subtle and, thus, more
dangerous.
The government may well
get the desired results by use
of its' market research
techniques, but these results
will have been obtained by
deceitful exploitation using
methods that manipulate the
people.
These manipulative
techniques of the huckster,
the marketing expert are
undoubtedly successful but
success obtained through
this kind of direction or
manipulation lacks honesty,
honour, and dignity. The
what democracy is chiefly
about. Impatience with
procedure is understandable
but the rules and procedure
of a parliamentary
democracy whilst often
causing delays are
protective devices, The
manipulation of the people,
to avoid the procedures of a
democracy takes us on the
road toward tyranny.
Tyrants have always told
the people what is good for
them in subtle and not ,so
subtle ways.
I object to the government
of Canada's advertising
programme on all of the
above grounds. I resent its
cost and I resent its im-
position upon the people.

Dear Bill:
I noticed ybur editorial
concerning the advertising
programmes of the
provincial government,
Whilst the attached letter is
addressed to the office of the
Prime Minister of Canada it,
nevertheless, is concerned
with the same issue, viz„ the
propriety of governments in
power using the
manipulative methods of
"product advertising."
I believe the present
massive use by governments
in power of the, sophisticated
arsenal of weapons used by
the market researcher and
advertiser to be dangerous.
It is dangerous because it
reduces all issues, no matter
how complex to simple
terms. It is also un-
conscionably expensive in
terms of public funds.
. In any case I thought you
might be/interested in the
letter.
