discussion between the
Exeter Public Utilities
Commission and Tom and
Doug Prout 1t appears that
the confusion surrounding
the disposition of the former
Hicks well in Usborne
township has been settled.
PUC manager Hugh Davis
told the commission Tuesday
that the brothers have
agreed in principle to the
purchase of the• well by the
commission at a price of
$4,500.
Davis said he believed a
letter which had been'sent to
the owners concerning
questions about the supply-of
water and the cropping of the
well land cleared up a few
minor points about the sale.
In another matter related
to the PUC's pumping
stations, the commission

for the painting of six PUC

but the commission can
refuse a request by the
municipality, for the ex-
tension of services to another
municipality.
In terms of correct
procedure, the town would
receive a request from
Usborne township for the
extension of services who
would in-turn receive a
request for town water from
an individual or firm.
The PUC agreed with
former chairman Murray
Greene that there was not
enough information on the
matter to make a decision.
It was decided that a
meeting between. the
executive committee of town
council and the PUC be held
on July 9 over the matter
which a month ago was a
simple request for water
from Frayne Chev-Olds who
announced plans for a new
building just outside of
Exeter,
Mayor Derry Boyle told
the commission "As a
commission we have to
decide if we want to upgrade
an area outside of the town
limits. As a council we
should not be concerned
about industrial growth
outside of the town-"

Davis said there might he a moral responsibibility to
protect the town's sub-
dividers but that respon-
sibility should actually be in
the hands of council.
Greene said he couldn't
understand where you
should draw the line for the
extension of services outside
of the town.
Providing the only
noticeable support for the
extension of water services
outside of Exeter was
chairman Chan Livingstone
who asked if the PUC would
be the body to stymie in-
dustrial growth in the area.
Boyle reiterated his stand
stating that with the amount
of industrial land presently
available within the town
limits, there was little need
to supply water to concerns
outside of the town.
"We have to be flexible to
attract industry,"
Livingstone said.
With the calling of the
meeting on July 9 which is
two days after the first
council meeting of the
month, no final decision on
the water supply question is
expected to be made before
addition of the transformer
funds for the total servicing
of the portion of the second
phase of the development
would be forthcoming from
the developer,'
The commission okayed
the temporary transfer of
$100,000 from the water
commission to the hydro
commission to pay for the
sub-station on Rosemount
Avenue in the north-east
section of town. The funds
would be repayed to the
water commission once the
debenture is sold, Davis
said.
No proof
of summons
Lawrence R. McGee,
Goderich, was fined $104 or
10 days by Justice of the
Peace D.W. Wedlake last
Tuesday in Exeter Court for
having liquor available in his
vehicle which was involved
in a fatal accident.
A charge of failing to stop
was dismissed because there
was no evidence of a sum-
mons being issued.
The accident occurred last
fall at the junction of High-
way 84 and county road 31.
The accused was heading
south on county road 31 and
collided with a vehicle
travelling on Highway 84.
Damage of $5,000 was done
to the accused's vehicle and
$4,000 damage was done to
the other vehicle.
One passenger in McGee's
vehicle was killed as a result
of the accident.
Kevin J. Barrett, RR 1
Crediton, was fined $243
after pleading guilty to a
charge of driving 160 km, in
an 80 km, zone. The accused
lost six demerit points.
John William Ducharme,
Crediton, pleaded not guilty
to a charge of careless
driving, but was convicted
and fined $128. He was ac-
cused of passing a vehicle
which was already in the
process of passing another
vehicle. The accused's
vehicle hit the opposite
shoulder and rolled. Back
and neck injuries were
sustained by the accused.
David J. Johnston,
Stratford, was fined $28 for
failing to yield from a
driveway. The accused
backed out of the driveway
and hit another vehicle
driven by Larry Dobson, RR
1 Exeter. The accident oc-
cured on May 15 on con-
cession 4-5 of Usborne, 3.4
km. south of Highway 83.
There were no injuries but
$400 damage was done to the
accused's vehicle and $2,000
damage was done to the
other vehicle.
