Treasurer of presenting a
"Band-aid" budget which
does not address the serious
economic problems facing
the Province. Referring .to
measures to aid pensioners,
which he described as
"goodies", he pointed out
that these will result in less
money, `compared , to
property tax credits on in-
come tax returns; for some
135,000 senior citizens. Some
people will get $100 a year
less, while some wealthier
pensioners will get up to $450
a year more.
In addition, he said the
budget ignores the 340,(}00
unemployed people in this
province, doesn't provide
enough for research and
development and fails to
stimulate energy con-
servation measures. "The
Treasurer is no Robin
Hood", he said, "his
program befits the Sheriff of
Nottingham much better."
The NDP Finance Critic
also had scant praise and
much criticism, for the
budget. He also criticised the
government for lack of an
industrial strategy, and
condemned its "laissez faire
attitude" toward the
economy for causing great
economic and social suf-
fering. He called layoffs in
the auto industry "the most
critical situation facing any
sector."

to negotiate details of a $200 vtini„e aid program for the
financially troubled auto
company following its parent
company's announcement
that it •plans to buy rather
than build its new V6 engine.
This news is a devastating
blow for the town of Windsor
where Chrysler Canada
planned to produce the
engine,.
Beth federal and
provincial governments
insist that Chrysler must
guarantee at least 14,500
Canadian jobs if the com-
pany expects to receive
government money. The
whole idea of the proposed
financial aid is to save
Canadian jobs, not the auto
company.
It seems clear that
literally hundreds of gallons
of liquid industrial waste at a
Hamilton dump leaked
through a large split in a
holding tank in 1978 and was
only discovered after six
months by a police in-
vestigation.
Charges have not been
pressed against the company
managing the site by the
Ministry of the Environment
because a certificate of
approval didn't expressly
disallow the ,,lumping of
liquid waste, according to a
ministry spokesman.
Liberal Leader Stuart
Smith has charged that the
holding tank became known
as "the magic box" among
workers at the dump and
haulers who trucked in
waste. "It was Magic in that
no matter how much waste a
hauler put in it, the waste
seemed to disappear", he
said, "What was really
happening was the bottom of
the tank had been eaten
away and the waste poured
into. 'it was simply disap-
pearing below."
Dr. Smith renewed a call
for a judicial inquiry into the
dump's operations, a
demand he first made a year
ago after the Ministry of the
Environment admitted it
couldn't account for about
500,000 gallons of waste that
had entered the plant gates.
Recently the government
released a study which said
foreign ownership of
agricultural land was an
overblown concern.
However, it has now in-
troduced a bill which would
require all non-residents to
register their financial in-
terests in farmland. The
Minister said the province
should know the extent of
foreign ownership in two
years,
If it is excessive con-
sideration would be given to
legislation which would
require Cabinet approval for
land purchases by
foreigners. This "Act to
Require the Registration of
Non-resident Interest in
Agricultural Land in
Ontario" is almost identical
to the Private Member's Elill
on the subject Which 1t twice
introduced.
