A commitment to reduce
rural electrical rates by
bringing them more into line-
With those paid by urban
residents of Ontario was
announced recently by
Premier William Davis.
Mr. Davis said: he has
instructed Ontario Hydro to
come up with new rate
proposals, hopefully as early
as this fall.
"It is quite obvious that
under the new proposals, the.
lower rates will not recover
all of the coats of the rural,
power system", ,said, the
Premier.
"However, the current.
inequity between urban and.
rural residents in the pur-
chase of electrical power is
going to become in,
creasingly burdensome to
our rural people and justifies,
the change in policy", said
the Premier.,
The rural power district
serves an area Of some
250,000 square miles where
there are an average of 14
customers per mile of
distribution line, In the
Municipal system, there are
more than 100 customers per
mile.
"With the increasing trend.
toward urbanization, over
the next few years, there will
simply be fewer and fewer
people in our more sparsely
settled areas of Ontario
sharing the rural cost bur,
den", Mr. Davis told the
Legislature,
For example, in the last 10
years, some 80,000
customers who were for-
merly supplied with elec-
tricity directly by Ontario
Hydro became customers of
municipal utilities.
Agriculture and Food
Minister Lorne C. Henderson
said the Premier's an-
nouncement is: "Good news
to our rural community -
especially at this time with
our rural residents un-
dergoing such increasing
costs because of inflation
and high interest
rates.""The differential in
electrical power rates • has
been a real in electrical

concern by our rural
residents for a long time and.
I am pleased that the
Government of Ontario is
taking this important step in
bringing about a more
equitable situation", said
Mr. Henderson.
At the present time,
Ontario Hydro's "rural"
retail system or rural power
district serves more than
770,000 retail customers or 27
per cent of the electricity
customers in the province.
These are in addition to the
more than two million retail
customers served through
the 324 retail municipal
electric utilities which obtain
their bulk power at cost from
Ontario Hydro.
"The percentage of
Ontario electrical con-
sumers served by municipal
utilities is increasing
steadily, Government policy
continues to be aimed in that
direction. But the con-
sequences of the com-
paratively higher rates for
those not served by
municipal utilities are ob-
vious. Therefore, I have
directed that ways be found
not only to avoid this rate
trend but to reverse it," said

Herbicide Recommendation
Update
The present, edition of
Publication 75 "Guide to.
Chemical Weed Control" has
some major deficiencies.
Some of these are misprints,
some are new registrations
that have been issued since
the hook was published, I
will try to clarify these
points-
Nutsedge in Corn - Sutan;
Eradicane and Dual p.p.i. all
have an equal rating for
nutsedge. They are all rated
as giving better control than
Lasso p.p.i.
Corn pre emerge ,
Bladex and Dual plus
Dicamba (Banvel) are two
new tank mixes that have
received registration.
Morgard is a new com-
bination being promoted by
Niagara than can be used
pre emerge on corn.
Morgard contains 26.6 per
cent technical Atrazine; 26.6
per cent technical
Prometryne and 26.6 per
cent technical Terbutryn.
Post Emerge on Corn -
Laddok is a combination of
Basagran plus Atrazine that
can be applied post
emergent in corn.

The mistakes in over and
under application were
conservatively estimated to
be worth about $8 on average
for every crop acre in excess
herbicide used or in weed
problems due to low rates.
On the acreage involved in
the U.S. and Canada, the
total cost would be over a
billion dollars.
The survey did a detailed
study of 133 herbicide ap-
plicators. Of these only 40
percent were applying close
to their estimated rate of
chemicals (close being plus
10 per cent); 35 per cent
were applying rates too low
and 25 per cent were well
over the required rates.
Part of the problem was
traced topoorlypreparedand
maintained equipment. Most
of the errors were just poor
calibration and mistakes in
mixing of chemicals.
The resulting misap-
plication hurts in two ways;
one is crop damage either
from the escaped weeds or
the chemical overdose. The'
other is the dollar wastage
on chemicals applied but not
delivering the desired
results.
For farmers applying
large acreages of herbicide,
recently introduced elec-
tronic controls and
monitoring systems would
be a wise investment. For
smaller acreages a $2.00
calibration jai and
measuring tape could earn a
man $500 per hour or more
for time spent on calibration.
Clearly the agricultural
chemical age is beyond
storing the sprayer in . the
fence row and measuring the
chemicals by the number of
"glugs" from the jug.
Staff from this office will
assist farmers with sprayer
calibration on a first-come,
first-served basis as time
permits .

The goal of Tom
Callaghan, the newly-elected
president of the Junior
Farmers' Association of
Ontario is to motivate Junior
Farmers across the
province.
The 26-year-old Junior
Farmer from Victoria
County was named president
of the provincial
organization at a recent
annual conference held in
Toronto. Mr. Callaghan was
raised on a century-old dairy
farm in Reaboro, Ontario.
He was actively involved in
the 4-H program before
helping to start a Junior
Farmers club in his area. A
graduate of the farm
mechanics course of the
University of Guelph, Mr.
Callaghan now operates a
farm equipment dealership
in Lindsay in partnership
with his brother.
"Junior Farmers has a lot
to offer young people in
Ontario," he says. "It
provides an opportunity to
meet people, earn travel
scholarships, and learn more
about agriculture and
leadership. It has been a
very important part of my
life since I first became
involved. The training I
received in Junior Farmers
has helped me achieve many
goals in my life."
The organization is geared
to rural youngpeople aged 15
to 29, and has about 8,000
members in 121 clubs
across the province. Most
members come from farms,
but farm background is not a
requirement for mem-
bership.
Although' satisfied with the
Junior Farmers program as
a whole, Mr. Callaghan
hopes to encourage more
members to participate in
activities at the local, county
• and provincial levels. He
believes, too, that more
emphasis should be placed
on activities for older and
married members.
"I would also like to see
more 4-H club members
continue their involvement
in rural youth organizations
through the Junior Farmers
program," he says.

Junior Farmers executive

County; vice-president
