Last week I wrote about
the economic situation in this
country as reported by the
Conference Board in
Canada. I'm sure it came as
a surprise to those who read
the article that Ontario has
dropped to'last place of all
the provinces from the
standpoint of economic
growth,
The Board predicted that
more than 80 percent of
Canada's economic growth
this year will come from the
Western provinces and even
the chronically poorer
Maritime provinces will
outperform this province in
1980.
I would like to conclude
this article by saying that we
in Ontario, for a very long
time, have prided ourselves
on being more successful,
more financially secure than
our sister provinces. This is
no longer the case.
Some time in late 1977 or
early 197a, Ontario became
"have-not" Province, within
the meaning applied to the
national equalization for-
mula.
Alberta and British
Columbia have never
qualified for equalization
entitlements under this
formula which is, based on
the national average and
Came into effect in 196768.
We little dreamed at that
time that within a decade
Ontario would qualify for
equalization payments,
In the early 1970's,
Ontario's contribution to
federal revenues, based on
personal income tax and
corporation tax, was about
45 per cent, By 1977, the
latest date for which official
figures are available, our
contribution in personal
income tax had dropped to
approximately 40 per cent of
federal revenues and to
about 36.4 per cent in cor-
poration tax. This strong
downward tax, and the 40 per
cent figure should be ap-
plicable now. The trend in
corporation tax is difficult to
predict, but at best it should
be about the same (36-37 per
cent). Therefore, 38-39 per
cent is a realistic figure to
use as Ontario's current
contribution to federal
revenue.
The Provincial Treasurer
has acknowledged that
Ontario has become a have-
not province and therefore,
entitled to almost $500
million in equalization
payments over the past three
years.
David Peterson, the
Liberal Finance Critic, has
demanded to know why
Ontario has not taken this
money, and whether it is a
question of pride, The
Treasurer has taken the
attitude that Ontario
eligibility for the payments
only shows how out of date
the formula has become. He
argues that to give this
Province equalization
payments would violate the
principle of equalization. ,
It's interesting to note that
if all oil revenues were taken
into account 'in the
equalization formula rather
than the present level of 50
per cent, Ontario would be
entitled to something like
$1,032 billion.
It's easy to see, Of course,
why the Government of the
day are reluctant to put out
their hands for this money,
why they are fighting so haid
for an alternative approach,
such as a -national fund to be
set up from oil revenues,
They want the money, but
they don't want, what they
consider to be the stigma of
entitlement under the
present equalization for-
mule.
Will history, books show
Oiktari0 as becoming otie of
the "Have-not" provinces in
the 1980's. Only time will tell.
Agriculture and Food
Minister Lorne C. Henderson
announced that additional
funds are being made
available for, drainage
grants to cover the backlog
of projects which have been
completed and inspected,
but for which no funds were
previously available.
The additional money will
apply only to the March 1980
tile drainage debentures. To
qualify, municipalities must
have their completed
debentures, dated March 1,
1980, in the Ministry office in;
Toronto by. February 29,
1980.
Loans to individuals from
this increased funding must
not exceed 75 per cent of the
cost of the project. In ad-
dition, there is a limit of
$20,000 to any one individual.
Funding is available,
however, for the entire
backlog of completed and
inspected projects.
Mr. Henderson urged
municipalities to, make
every effort to get their
documentation into the
ministry in time to take
advantage of this extra
money.
