istence and the incorpora-
tier' of a community all in
PUC budgets
are approved
At the January meeting of
the Exeter PUC the proposed
operating and capital
budgets for the waterworks
department were discussed
and approved.
.The water department
completed the year 1979 with
an 8.12 percent profit and
have budgeted for a profit of
5.74 percent this year.
The Commission also ap-
proved a capital budget of
$67,298 for the year. This
budget included major im-
provements on Thames
Road, William Street North
and Main Street, south of
Waterloo Street. According
to-manager Hugh Davis the
installation of an eight inch
main in these areas will im-
prove service to customers
and provide better fire
protection.
The budget included ad-
ditions and replacement of
fire hydrants and the pur-
chase of a new pickup truck
for the department.
There will be no increase in
water rates this'year with
the PUC deeming the
department to be in adequate
financial shape. The last rate
revision was in March of
1977.

The twins, children, of Mr.
and Mrs. Brian Stevens,
were born in the English
version of Exeter.
According to mother
Suzanne she and her husband
moved from the Midlands
region of Britain and settled
ill the small fishing village of
Beer, just outside of the 80,-
000 population medieval town
situated on the English
Channel.
The two youngsters have
no recollection of Exeter as
the family moved back to
the Midlands only three
weeks after their births.
The family came to
Canada in 1974 and settled
first "in Seaforth.
When asked if their settl-
ing in this part of Canada
had anything to do with Ex-
eter, Mrs. Stevens replied
they came to Seaforth
because the only person they
knew in Canada lived inClin-
ton. "We were quite sur-
prised to discover that there
was an Exeter just down the
road," she said.
The family which also in-
eludes teenage daughter
Nicole moved to Baytietd
where they resided. and
operated a business for four
years. Last year they moved
to St. Joseph where they
operated Cantin House, it
gift and antique business.
Today David and Rebecca
are in grade four at Ecole St.
Marie at St, Joseph, Asked
how they like the French
language Rebecca replied
she enjoys learning French
while David shrugged his
shoulders in disagreement,
According to Mrs. Stevens
the youngsters are "real
Canadians" with David cap-
tain of the Zurich atom
hockey team and Rebecca
enjoys figure skating,

Exeter council decided to
stick to the ,Policy of not
making grants to charities
or county groups, despite. an
attempt by a couple of
members to' have the matter
opened for further con-
sideration.
The discussion on grants
_arose when letters • were ,
received from the Blyth Cen-
tre of the Arts and the Huron
County Historical Society.
Councillor Don Cameron
asked • that the matter be
referred to the social ser-
vices committee. "These
things keep coming up and
we need a guideline," he
opined.
However, Mayor Derry
Boyle said council already
had a policy of not approving
grants for such
organizations and noted that
it had been firmly followed
town and private citizens
were asked for financial
assistance,
"Let the people give who
they want to give." she said.
However, Mrs, Fuller
did ,say her committee
wanted more input from
council on the matter of
helping neighbouring com-
munities which may be hit
with disasters, such as last
year's tornado in
Woodstock.
Councillor Ted Wright said
it was impossible to deal
with those situations with a
set policy and each had to be
dealt with on an individual
basis.
Councillor Alvin Epp join-
ed Cameron and Campbell in
attempting to have grants
for other organizations con-
sidered. He said that unless •
the town was self-sufficient
in such areas, as theatre,
