Won't bus annexed kids
Page 2 Times-Adv9cate, December 12, 1979
By JEFF SEDDON
The Huron county board of
education stuck to its guns
Monday and refused to bus
elementary school students
to school in Hensall if the
village annexes the part of
Hay township the students
Christmas
1oy
live in.
The board's refusal to
budge from its policy of
bussing students in urban
areas to school could play an
integral role in Hensall's bid
to annex part of Hay
township on the village
border.
The board was asked to
consider continuing bussing
the students after the an-
nexation is complete. The
request from the councils of
Hensall and Hay township
was that students living on
Highway 4 on the fringe of
the village continue to be
bussed to school until safe
walkways to school can be
constructed.
The temporary bussing is
designed to ensure the safety
of school children living in
the area to be annexed. The
highway has an 80 kilometer
per hour speed limit posted
in front of the childrens
homes and there are no
sidewalks or street lights for
the children to use walking to
and from school.
The township and town
hoped that the board's
temporary bussing would
remove any hazards to the
children until sidewalks and
street lighting is constructed
in the area.
The board policy clearly
states that no children in
urban areas in the county
will travel to school on
county owned or operated
busses.
Exeter trustee Clarence
MacDonald told the board
the bus stops in the area and
picks up children from the
homes in the area to be
annexed as well as children
from a farm across the road.
He said even if the an-
nexation goes through and
the children not picked up on
the bus the bus will continue
to stop in the same place to
pick up children from the
farm,
MacDonald said parents of
the children involved may be
able to continue putting their
children on the bus if they
work out an arrangement
with the bus driver. He said
the driver would pick up the
children as usual except the
service would be paid for
daily by the parents.
Zurich trustee Herb
Turkheim told the board the
annexation and bussing
problem had been "hanging
fire for quite a few months."
He said "we're (the board)
being used as pawns between
two sides."
Turkheim said one group
was in favor of annexation
and another opposed and the
board's support was being
sought by both sides.
He warned that if the
board made any exceptions
to its bussing policy it could
be creating problems for the
future. He said towns like
Gederich and Exeter would
probably be expanding in
the future and similar
requests would be coming
from both areas.
He asked trustees how the
board could refuse bussing
then if it gave it now.
He recommended that the
board either stick to its
present policy or change the
policy to allow for situations
like in Hensall.
