The mmendation was that Ainslie engaged to prepare the brief at cost of $50 per day to -a aximum of $1000. Usborne Reeve Bill Morley, airman of the executive mmittee told council that there confusion in the health services d in the county. "I feel that Huron County is cite capable of running its own ealth services," said. Morley. The committee has been work- g for two years to look at all the spects of forming a two county ealth council. The investigation as made after medical rofessionals, hospital staff and ost other professionals nnected with health service alked at the idea of being rouped with Middlesex, Oxford nd Elgin counties in one council nd both county councils voted to k at a two county system as an ternative. Health councils were a project eveloped by the provincial inistry of health to cut costs of ealth care delivery, 'remove mpetition between neighboring unicipalities and allow people etter access to people at the top the health care bureaucracy. Mr, Oddleifson told council hat he voted against the mation of the council because didn't leave any flexibility for ming the formation... He said he was confident the county could handle the administration of the services but pointed out that by taking over the duties' ':Council was . not just operating hospitals but controlling all health services in the county. Bayfield Reeve Ed Oddleifson said. he was concerned that by replacing elected officials on health committees that taxpayers would be losing representation in health matters. He said he was particularly worried about losing representation because of the huge costs taxpayers are burdened with in health. He added that a report of this nature quite • often points out what the county has in the area of health services and what it needs. Goderich township reeve Gerry people at least. That meant that Huron county did not have enough - people to • warrant an independent council and had to be linked with another municipality. Oddleifson said ,Perth was a, logical choice"but pointed out that even Perth was distinctly differ- ent from Huron. He said Huron had a completely rural base and Perth did not. He said the city of Stratford gave the county a different attitude than Huron and suggested that possibly Huron should be seeking its own council. There's no magic in the number 100,000" he said. "It appears to be inevitable that we get a health council but it could still be one for two counties or one for each," said the Bayfield reeve. He said the ministry would not force a health council on the area pointing out that then minister of health Frank Miller made the promise two years ago when the steering committee began its work. He saidhe felt that promise would hold true now despite the formation of 18 health councils since that time and the advent of 98 percent of the province being under councils if Metro Toronto votes in favor of them. "The ministry has its plateful now and would probably like to sit back and review what happened," he said. In a report to council Bill Dale, Seaforth deputy-reeve, said the steering committee met with physicians from both counties to try to deal with some of the concerns the doctors had with councils. He said the medical officer of health for Huron, Dr. Frank Mills, reported to the board that the conclusion he drew from the meeting was that a council formed at this time would inter- fere with the present process of health care' delivery in the two counties. He added that the doctors agreed, that if the forma- tion of a council was deemed necessary in two or three years they would co-operate completely with the ministry.- Two members of the 15 person committee said they Were confi- dent a. health council would be Ginn said, he sits on the health committee and said he would hate to think that the committee had .a notion that district hospital boards were ineffective. He said the main .thrust of the flan was to make county council responsbile for health .matters. in a clear fashion.. He said even hospital boards are confused over who they are responsible to and the committee wanted that cleared up. "By making hospital boards. responsible to county council we are making them directly responsible to the. taxpayer," he explained. "There is nothing saying county council will run hospitals Ionly be responsible for the hospital operation." HoWick reeve Harold Robinson said he hail heard a lot about what the committee wanted this manto do but had .heard nothing about. his qualifications. He said the ;survey was a very big job and asked what Ainslie's qualfications for the job were. County clerk Bill Hanly said Ainslie had a masters in arts and . had learned the . consulting :services trade at university. He said the committee had reviewed a resume from Ainslie and had opted for him at $50 per day rather than a big name consulting `firm at $500 per day. He added that Ainslie did his university thesis on Huron. County and is familiar enough with the county to do the jolt. In other business council discussed payments per diem to - members of -council committees who are not council members. They decided to leave the rate of pay as it is and that non council members not be paid except for standing committee members. William Errington of RR 2, Auburn received $150 scholarship in agricultural business management and Joyce Ireland received one in home economics. Dr. Mills and Lloyd Morrison, chairman of the steering commit- tee and reeve of Fullarton town- ship, said they didn't feel the committee's decision against the council would prevent it for long. Both men felt confident that the two counties will not be amalga- mated with the larger municipali- ties but Morrison said he got the impression from ministry person- nel that a situation could be created where the counties ask to be allowed to form the council. Mills backed up the comment adding that every time the county applies for more funds it will be plagued with comments to the effect that no council has been formed yet and he believes it will eventually be a strike against the area. Dr. Mills added that he does not feel the .ministry will permit Huron and Perth to stand apart from - the remainder of the province, the bulk of which have formed councils, He said the administration of the health care in the province would be different from Huron and Perth and the two systems would probably not be compatible forcing Huron-Perth to follow the way of a council. Norman Hayes, Wingham Public Hospital administrator and Dr. Norman McGregor, also of Wingham, feel that the ministry will support the co'mmittee's recommendation not to form a council. The two members of the I committee said the ministry has indicated it is not as convinced of the worth of health councils as it was a few years ago and may be willing to hold up the creation of more councils pending further study, Hayes added that the Committee was told that the ministry is thinking of declaring a moratorium on the councils across the province Until there is proof they ate as effective as hoped. Dr. McGregor said he thinks the ministry will. be happy Huron -Perth rejected the council formation and will believe an' intelligent appraisal of the people's views.
