East Wawanosh has hot debate on severances BY GARY WALDEN The severance policies of East Wawanosh were discussed at some length at the September meeting of township council. Wayne Caldwell from the Huron County Planning Department ad­ dressed council on recommenda­ tions for Hutton Heights. He pointed out the two routes the subdivisioncould be developed under. One - a plan of subdivision which would require a large outlay of money before any lots could be sold; plus, due to government paperwork could take anywhere from six months to four years for approval. The second option would be for severance by consent. Under this arrangement, the developer would be able to sever each lot as it was sold and the owner would accept the responsibility for his own water and sewage. The advantages to this option would be that the total price per lot would be cheaper, plus a large sum of the developer’s money is not tied up for years waiting for the lots to sell. Councillor Taylor said he had no problems with severance by con­ sent so long as the township council had the final say as to what and how the development proceeded. Council felt if they were to go this way they would want a pre-design of the development before any lots could be sold. Once one lot was sold, the development would have to be surveyed for all the lots and roadways. Councillors agreed that if they could get some kind of binding agreement from the developer, Mr. Hutton, then they would allow severance by consent for the sub-division at Hutton Heights. The motion was made by Fred Meier to have Mr. Hutton attend a meeting with a pre-design of the sub-division and explain it to council. In a separate, but related discussion Mr. Ron Kingsbury asked council and Wayne Caldwell if itwaspossibleforhimtosell a parcel of his land along Highway 4 to an individual who wishes to locate there with a small business ■operating out of his home. Mr. Caldvell stated that since the parcel of land in question was zoned agriculture, the chances of severance were slim. Mr. Kingsbury pointed out that all around the parcel of land were mostly commercial properties, i.e. The Ministry of Natural Resour­ ces, his welding shop, Montgom­ ery’s School Buses, and that the land was not being farmed or likely toever be farmed because it was so small and effectively separated fromany viablefarm. However, Mr. Caldwell was adamant, that even so, a severance would not be accepted. When Mr. Caldwell was ques­ tioned as to what good it was doing the township to keep a piece of worthless farm land from being developed into a tax paying residence and business property, he replied that perhaps there were too many commercial develop­ ments there already. He suggested that the person should locate in Wingham. Mr. Kingsbury stated that an appropriate location was not avail­ able in Wingham, and besides why keep a taxpayer and business out of the township. Mr. Caldwell sug­ gested that if he wanted to sever the land, then he should submit an application along with the sever­ ance fee of $250. When asked if he, Mr. Caldwell, would support the application for severance, Mr. Caldwell replied no. Inotherbusiness, demolition permits were issued to John Gnay, Bill Fidom, and Gerry Edwards and building permits to Jim Taylor for an addition on his barn, Murray Dawson for an addition on his shop, Ivan Getke for a storage shed, Bill Seers for a garage at his house, Bill Fidom for a storage shed and to Canadian Agra for two steel graineries. Council donated $50 to the Belgrave Girl Guides to help them with start up costs for their new club. The grantfor the Belgrave arena roofwas approved. Now all that needs to be done is to decide whether or not the roof should be replaced or eventually left and let the arena close. Councillor Taylor said that most of the people he has talked to support fixing the roof. The point was raised though, that for all the arena is used is it worth the cost to fix it up and then maybe have it condemned anyway in anotherfiveyearsas there are a number of cracks already in the foundation. Dogs were also a topic of discussion at the meeting. Wilma Scott had a number of chickens and turkeys killed by wild dogs. The dogs apparently ripped open the cages and mutilated the birds. Jim Taylor motioned and Fred Meier seconded a payment of $415 to Mrs. Scott for her loss. Also this past week dogs were at Jim Hallahan’s place and killed a number of his chickens that were just read for market. When questioned about whose responsi­ bility it is to pay for damages, council replied that if the dog or dogs can be caught and ownership can be proven, the owner is liable and must pay. Around Mr. Beecroft’s area there is apparently a pack of German Shepherd dogs that have caused children bicycling to scale treesfortheir safety. Council is sending a letter to the owners to eithercontaintheirdogs, orthe dogs will be shot. Council also suggested that anyone having trouble of the above nature, to contact Brian Walden immediate­ ly, not two days later, as he is the township’s dog catcher.
