Minister Leo Bernier announced,
today.
"The purpose of this program
is tp develop a baiting system
capable of delivering biologically
active materials, such as
vaccines, to foxes in the future,"
Mr. Bernier said.
In the Current program, both
ground and air placement will be
used by local trappers and
Ministry fish and wildlife staff to
get the baits into areas inhabited
by foxes.
Fresh hamburger topped 38
baits in last year's tests. It was
best in all aspects but especially
lent itself to mass production.
The baits contain a small
amount of tetracycline, an
antibiotic commonly used for
controlling bacterial infections.
When 'eaten, tetracycline enters
the circulatory system and is
deposited in the bones and teeth
of the animal. Tissues examined
under an ultraviolet microscope
fluoresce a golden-yellow color.
Yellow fluorescence in bones and
teeth indieates that the animal
has eaten the bait.
Last year, 30 percent to 70
percent of the foxes examined,
from different experimental areas
had eaten baits. This year's aim is
to increase the efficiency of the
baiting system and reduce costs
for the large-scale application.
Each of the baits is marked
with a label which states: "Do not
open. 'Ministry of ' Natural
Resources. This bag contains bait
for foxes. It is not harmful to
animals or humans. When found,
please notify the local office or
phone for further information to:

The Alliance for Life, the
national co-ordinating organiza-
ion for the pro-life groups in
Canada, demands a full and
public inquiry into the charges of
ury tampering in the trial of Dr.
Henry Morgentaller. One of the
!tors in the most recent trial
stated that an attempt had been
made to bribe her. This raisesthe
possibility that other members of
he jury may also have been
pproached. This incident throws
cloak of suspicion over all 'three
fMorgentaler's trials and a full
nquiry must be carried out.
In addition, there appears to be
evidence of intimidation of the
ury due to the following incident
which took place at the court on
aturday, September 18, the last
day of the trial:
1, At, 12 o'clock the jury
reported to the presiding judge,
Jacques Ducros, that it could not
reach a verdict.
2, Judge Ducros advised the
ury'to recess for lunch and return
t2p.m. to continue its delibera-
ions. During lunch a photogra-
her and reporter, the latter of
whom is a known supporter of
Morgentaler, photographed the
arors, who became - very
disturbed and reported the inci-
dent to the Judge. They indicated,
hat they had been intimidated by
having been photographed,
apparently fearing that the
picture could be used to identify
them after the trial.
3. At 3 p.m. the jury began
deliberations again and half an
hour later, at 3:30 p.m. it was
suddenly announced that a
decision had been reached. That
decision was "not guilty."
It is in the interest of the
Canadian judicial system that a
public ,inquiiy, be held in this
use, as the incorruptibility of the
ury is a cornerstone of our
ystern of justice. All Canadians
o are concerned about the
sanctity of the jury system, and
the protection of the personal
afety of these and future jury
entLers, will no doubt join in
ur demand for a public inquiry.
