Report from Queens Park Cranbrook
by Murray*Gaunt MPP WMS hears about Compassion In the Speech from the Throne,
opening a new session of the
Legislature this week, the Ontario
Government promised to appoint
an ombudsman to protect citizens
from arbitrary decisions by the
provincial bureaucracy.
The Government also promised
increased aid for the elderly and
for those trying to buy homes.
The Speech also said it would
"seek the co-operation of law,
enforcement agencies to curl*
rising crime, so that our cities and
streets will remain the safest and
most secure in North America."
Most of the speech, read by
Lieutenant Governor Pauline
McGibbon, dealt with the tough
economic times the government
expects in the near future.
Other than the appointment of
an ombludsman, there were few
details of the Government's plans
for the Session which is expected
to be the last before an election.
Measures to provide Ontario
farmers with reasonable
assurance of maintaining a
profitable and vital enterprise
were promised, although there
were no specifics spelled out.
Environment Minister, Mr.
William Newman this week gave
the Ontario soft drink industry 12
months to start using more
refillable pop containers or face
legislation because throw-away
pop cans and bottles are
environmentally damaging. He
said they cause more energy
consumption, morelitter and more
garbage.
The Minister demanded that
retailers offer in reusable bottles
all sizes and brands they stock.
He also asked for a price
structure to reflect the
desirability of refillable bottles
such as a higher price for
throwaways, convenient return
system for refillables and
promotion of refillables by the
industry itself.
Arthur Porter, Chariman of the
Canadian Environmental
Advisory Council , and a
Professor of Industrial
Engineering at the University of
Toronto was named this week to
head a special Royal Commission
into the long range planning for
Ontario's power needs.
The Commission, which
anticipates two years of public
hearings across the Province, will
emphasize public participation in
planning the expansion of Ontario
Hydro for 1983 - 93.
By 1983, if Hydro's plans go
ahead as proposed, the assets of
the Crown Corporation would
increase from their value in 1972
of about $5.5 billion to more than
$30 billion.
The hearings will consider all
aspects of Ontario's power need
including the impact on urban
planning, agricultural land, the
industrial sector and consumer
prices.
