Mr. Macdonald refused U.S. requests to lower or remove Canada's export tax on oil. The minister also rejected the idea of a continental energy policy. The two energy experts agreed to set up a committee to study the Mackenzie Valley pipeline proposal. Before leaving Washington, Canada's.
