row, town solicitor, explained that before
passing a bylaw for the construction of
sewers the council should cause a notice '
of its intention to be published. This also e

tee, with power to have the necessary

was held on Friday evening.
A communication from M. P, Fennell,
Montreal, intimated that Lieut. -Col. Cecil
G. William' had been appointed general
secretary of the Navy League of Canada
for Ontario and ,the Western Provinces
and would be in Goderich for the pur-
pose of organizing a branch of the League.
Tbe cooperation of the council in this
work was asked. Referred to special com-
mittee.
The secretary of the local board of
health sent to the council the following
resolution passed at a recent meeting of
tike board: "That a recommendation of
thio board be trent to the clerk of the town
of Godench recarrmnending, and this board
does heartily recommend. that a sewer be
constructed on Victoria street in the town
of Goderich between Nelson street and St.
David's street, and on South street be-
tween Britannia road and Raglan street.

DEATH OF W. R. ROBERTSON.
Oee of Godericb's Best-known Residents
Dies in Eighty-fourth Year.
Godench has lost this week one til Its
old landmarks, in the person of Mr. W.
R. Robertson. The deceased, although
ighty-three years tit age, had been a very
active man and continued at his usual
work until in the second week of August
symptoms developed of a break-up of the
notices pis hated.
A letter from the Canadian Coal Sup-
ply, a Toronto firm, offered to supply any
quantity of anthracite or bituminous
coal, of any quality, "at the lowest pos-
sible price.' Referred to special commit-
tee
From the Dominion Association of Fire
Chiefs came a recommendation that twice
a year, in May and October. a week be set
apart for the inspection of the fire ap-
paratus by the civic officials. the burning
of old hose and other combustible mater-
ial. and a general clean-up. Referred to'
fire committee with power to act.
The parks committee recommended
that steps betaken at once to destroy the
tussock moth pest and asked for power to
engage at (east two extra men or boys to
do this work under the supervision of the
chairman of the committee. The report ,
was adopted.
The finance committee submitted a
lengthy report, including the following
recommendations: "That the town's
share of the account of Messrs. Armour &
Nickle for handling the case of theO•W-S.
Railway against the Toronto General
Trusts Corporation, amounting to $428 in
all, be paid. the town's share being
8159.35; that the Collegiate Institute
board be paid $500 on this year's levy:
that a grant of $50 be made to the clerk
for extra office assistance for the year
1917.
The committee recommended a rate of
27 mills for genaral purposes (including'
the electric railway levy); iii mills for
public and separate school purposes:
2 3-4 mills for Collegiate Institute pur-
poses, and three-quarters of a mill for war
tax --a total of 37 mills. Following are the
estimates of receipts and expenditures f( r

lamp of life was quietly extinguished,
Mr. Robertson was born July 22nd,
1834. at Churchville. N. S., of Highland Ontano
ancestry. He came to

following year joined the rush to the gold
mines of California, spending three years
there. After his return to Ontario he
lived at Caledonia and Brampton, coming

A Great Spectacle,
The magnitude of David W. Oriffith's
feat in staging "The Birth of a Nation"
is almost appalling -at least to the de-
votees of the older forms of theatrical
entertainment. Where now are the little
groups of actors, the pinchbeck scenery
and the petty properties of the so-called •
-legitimate" drama ? By comparistit
with the new art. the "legitimate" meas-
ures to the mountain like amolehill. In-
stead of scenery for his background.
Griffith has used nature. For subject he
has covered 150' years of American his-
tory. Eighteen thousand people have
done his bidding and in the hatr-raising
rides of the Ku Klux Klan three thousand
riders and horses sweep over the dusty
roads.
