Over two years ago • charter to
railway from Goderieh to W ingbam,
obtained by our town council, with
ides that efforts would be made to
out the scheme at the earliest poen
date. A provlsicnal directorate
formed, and the people of the /aw
petted that something was likely to
done. The two years during which t
charter wet in force expired on the 2
of June, inst., and no effort wits m
by the provisional directors to take

Nearly two month, since a propositi
was made by Mr. II. W. C. Meyer.
Wingham, to the courted!, in which
was stated that if the charter,which ha
almost iapsed, were surrendered to hi
be would endeavor to carry out the p
posed schema successfully. The day

tee met, and for one reason or booth
took no action until after the day set b
Mr. Meyer. Then the committee di
covered that they had no power to act
as !the surrender of the charter was
matter resting solely with the provision
al directors. The council at the nex
meeting adopted thus view, although i
seems strange that no one rave it
thought when the committee was •
pointed with power to act.
And so the matter stood until • set
sequet.t meeting of the craned!, when i
was decided, on the recommendation o
the provisional board, to make an appli
cation to renew the charter.
At the last meeting of the council, Mr.
Meyer, in reply to a vote of thanks that
had been teodsred, renewed the offer
which had been withdrawn on the 20th
of May, and stated that even yet he
would take the "remains" of the dead
charter, and endeavor to put the scheme
ea a working basis. Mr Holt moved
that the provisional directors be asked
to meet and transfer the charter to Mr
Meyer, in pursuance of the terms of his
letters. This motion was ruled out of
order by the mayor. Mr Holt then
moved that the provisional directors be
asked to meet and consider the proposi-
tion of Mr Meyer. tin a division, this
reasonable motion was voted down, the
cause alleged being that the council had
already accepted the proposition of the
Provisional directors.
And so the matter stands. Some one
has blundered, and the farce of the past
two years is likely to he repeated. The
renewal of the charter has been applied
for, the cost of reviving the charter willm
Doe out of the town treasury, the old
provisional board will settle down to the
lettlrgy of the past, and the chances of
• competitive line from Goderich will he
knocked ton the head.
The claim is adtaneed that if the char-
ter is of value to Mr. Meyer, it is also
valuable to the town, and this would be
valid if the town had • matured sad
tangible scheme for projecting the pro-
posed line ; bet in the light of the insti-
tute of the past two years, the inability
of the provisional directors to take bold
of the matter in t eve manner, the
bantling of the town council, and the
failure to enlist outside assistants dur-
ing

Porter, M. P., for WestjHuroa,has been
making • brilliant sucoes of his tour in
the constituency during the present
week. Notwithstanding that effort was
trade to drum up • meeting at Clinton
only about one hundred and fifty, all
told, listened to the orator on the occa-
sion, and of thew a large number were
Grits, who merely went, as some of them
expressed it, "to attend Porter's tumo-
ral.- There was considerable trouble
in getting • cbairmaa, se no acknowledg-
ed politician cared to ally himself with
the fading fortunes of the Simone mem-
ber fcr West Huron. Time and again
during kis harangue the orator stopped
in his address at points where enthusi-
asm in the olden time would have filled
the gap, and waited for the cheers that
never came. The only attempt at ap-
plause during the address was that at
the dos., in reopen** to the "Queen."
And so with Goderich township and so
with Belfast The triumphal ter
has turned out to be a funeral proces-

ed us about the inefficiency of the elec-
tric light system as at present served in
Goderich. Tee claim is made that ow -
tag to the peculiar lay -out of the town,
and the fact that during the summer
month' Goderich is frequented by a
large number of visitors whoet evenings
aro spent in recreation and amusement,
eleven o'clock p.m. is rather an early
hoer to "douse the glia " In other towns
during the summer the service is con-
tinued until • far lata hour. and the
question is asked, "What is the use of
lighting op at 9 or 9:30 p.m. and c?oeing
off at 11 o'clock I If economy is want-
ed, why go to the trouble and expense of
putting on the encloser and fireman for
an hour and a -half's service i ' It is
also coeteoded that in addition to pri-
vate gathering that do not usually termi-
nate before 11 p to., public concerts,
theatrical performance., and such like,
frequently overrun that hour, and in
each circumstances why should the public
be compelled to w•Ik home in the dark
with an expensive electric light plant
lying idle, and alaried employees doing
nothing 1 It is even hinted that on
more than one 000asion the members
of the council, owing to late session',
have been forced to grope their way
home, because of the 11 o'clock limit of
the electric light. On winter nights,
with .now on the ¢round, and i
the anxiety for early retirement pan- '

earlier one, might suit ; but in the .om-

A large number of our burghers took
part in the recent raising in Gerbraid, on
the farm of R D Morris, who believes in
having the farm ahead of the house at
the present time. The contending aides
were well thatched in muscle. The
raising of timbers was set 00 a found-
ation 9 feet high. The captains of sides
were Jobs Reid, of Goderich, and Wm
MacIai,re, of the Nile, lately from Dak-
ota. So well contested was the raising
that the latter aide won only by two
sloe' OIL The new bora is 45152 with
a model roof planned by D MacLares.
The builder of the barn is Chas. Morns.
Tie trim appearance of our school
has attracted general attention. as • re-
presentative from No 17, Ashfield, eslt-
ed on the teacher Saturday last, and re-
quested him to'show the inside of oke
school house, which was done. The
visitor made a minute inspection, and
shortly there will be an atdvertisemeot
in the Iccal press tor tenders for the
new school house fur No. 17, Ashfield.
The pian of the building is to be like the
Dunlop model, which by a party comiug
such a ds•.anoe and peering w matey
school houses, some only lately built,
shows that the Daoiup one is the best in
Huron.
A few days ago your 'crib* visited the
populous and busy village of Londee-
boro, which boasts cf several local in-
dustries in the manufecturing line, three
stores, and branches of the I. 0. G. T.,
C. 0. F., L O. L societies, the two
former batting halls of their own. The
aptntual welfare is attended to in three
churches, and the Salvation army catches
stray sinners from outside their fold'.
Two doctors keep a watchful care of its
sick. There are lots of children, but no
school to send them to within two miles.
Repeated efforts have been made to have
• school formed but have always fallen
through. We told our host to try the
example of our Dunlop architect. Try
the township council and the county
and never tire with pushing bis petition,
and Locdesboro would have its school
for • certainty.

attack of diphtheria. We hope it will
soon recover.
Our village is rapidly clothing itself
with • town -like sppearanc.. What
with street crossings and other promi-
nent improvements, it is becoming •
centre of great attraction. All that is
Deeded to complete it is • lin. of railway
through this section of beautiful country,
which we pregame if the inhabitants of
Goderich would pat their shoulders to
the wheel in connection with the rate-
payers in Wingham and the intervening
section of country between Godench
and Wingham, would add materially and
financially, not only to the section of
country through which it runs, but also
to Goderieh, in every point of view. As
it i. • good level country between Gods -
rich and Wingham, • railway line could
be very cheaply constructed. So we
hope the enterprising citizens of Gode-
rieh, if any, will be wise in looking after
their own interest in the matter and as-
sist in forwarding this scheme. A rail-
way is very much needod in tris section
of country. There is not the least doubt
that the C. P. R. Co. will in the near
future extend their line from Wingham
to some point on Lake Heron.
The sacrament of the Lord's Supper
was dispensed in the Presbyterian
church at St. Helene on Sabbath, .lune
26th. to a very large number of com-
municants in • very solemn manner.
The church was filled to its capacity ria
that occasion. Hey Dr Anderson, d
Glaagnw, Scotland, father of the recently
inducted pastor of the church, preached
a very excellent, elaborate, impressive
and suitable discourse from the word.,

of all preeent. The reverend doctor has
quite a clerical appearance, and from his

Bros. was read, offering to erect a Sour
mill in Goderich on the roller system,
the mill to be of the most improved
kind, with a capacity of frost 50 to 60
barrels per day, on consideration of re
ceiving • loan of $6,000 for ten years,
without interest, exemption from taxa-
tion for the same period sod free water.
Messrs Res Price and A. E Collis
offered to erect • roller gristing mill of
from 75 to 100 barrel capacity and a
grain elevator of 50,000 bushels capaci-
ty, and asked for • loss of $10,000 for
tat years and free water and exemption
from taxation for the same term cf years.
The matter was left with the special
committee.
Mayor Butler informed the council
that councillor Mottos and himself, who
have meetly visited other towns in the
province to examine their elestric light
sfsteme,were not very well satisfied with
the 1,000 candle power lights they had
seen, although they were aeon working
under difficulties.
The public works oommittee was au
thonzed to repair the engineer's house
as may be required.
