Trustee F. J. Vere, Stratford, chairman of the Finance and Insurance Commit- tee at a board meeting in Sea- forth Monday siad the premium would be $9,537.50 following a review of insurance coverage. He reported buildings and con- tents are covered for an amount totalling $5,042,000. Jack Lane, Business Admin- istrator, said the increase in premiums resulted when all liab- ility policies were increased to $2,000,000 limits from the for- mer $1,000,000 and the work- men's compensation rate was increased from ten cents per $100 to 15 cents per $100. In a discussion on the 1971 financial statement which he dis tributed to the board members, Mr. Lane said that the net under- levy for 1969 and 1970 of $41,525 has been reduced to $2,608 at December 31, 1971. He also ad- vised that the total amount of adjusted deficits from former school boards is $203,452 and this amount will be paid to the board by the province in installments of two-thirds in 1972 and the remainder in 1973. James Morris, Stratford, chairman of the board, warned: "We must take a real close look at the 1972 budget", as he urged board members to start work on the various committee bud- gets for 1972. Mr. Lane said that the budget could not be prepared as nothing on the 1972 regulations on rev- enue had been received so far and in talking to the regional office in Kitchener that morning there was no indication as to when the information would be available. Trustee Young reported that the Ontario Municipal Board had accepted the board's application for $5,215 for painting (inside work) in the various schools in the two counties through the Pro- vincial-Municipal Employment Incentive Program. He reported that the work under the program at St. Mary's School at Hesson for $2,500 would be completed in about two weeks. Edward Rooney, Stratford, special education consultant for the board, was present at the meeting and presented an 18- minute film on the duties of remedial teachers in the school system-- in the special class- room and as an itinerant rem- edial teacher. He spoke of the teaching aids used for these students and how the students with the various disabilities such as sight, hearing, vocal, emo- tional, physical and other prob- lems were assisted. Mr. Rooney said in the 19 separate schools in the two count- ies of Perth and Huron there were 176 pupils requiring spec- ial education but that there were another 205 in ungraded programs too. With an enrol- lment of 3530 pupils Mr. Rooney said that 381 pupils with some learning disorders is close to the provincial average of ten per cent.
