Following considerable discussion, the board re­ jected the idea of charging the local schools for the use of the facility. Talk about such a proposal arose when rec ad­ ministrator Kirk Armstrong told the Board that the local high school and Stephen and Usborne public schools were spending a total of 25 hours per week at the centre. Armstrong said this was considerably more time than what the rec centre-run programs utilized at the schools. Armstrong suggested some type of billing system be instituted with schools billing the rec centre for Mr. & Mrs. Walter Phillips, Woodstock held open house in the Parish Hall ,!at St. Patrick’s church Sunday afternoon for Mrs. Phillips parents, Mr. & Mrs. ‘ Henry Mullins, London, who were observing their 40th : wedding anniversary. Mrs. Mullins the former Doris Hodgins spent her life until she was married in this locality. Mr.Mullins and his parents owned and operated Saintsbury store in the early 1930’s. Mr. & Mrs. Clarence Davis, cousins of Mrs. Mullins were the attendants 40 years ago and were present Sunday. Mr. & Mrs. Mullin’s nieces and nephews assisted serving refresh­ ments. There were about 100 guests present and the happy couple thanked everyone. They received a number of useful gifts. Armstrong agreed, saying the only extra costs would be from the minimal amount of damage that’s caused. Voicing the strongest op­ position to the proposal was retiring mayor and board member Bruce Shaw who said no exchange of money should take place. Shaw said the facility is for the use of the people of the South Huron area and that one of its purposes is to meet the needs of the children of the area. An across the board policy should be implemented where all users who damage the facility would be made liable for that damage, Shaw stated. George Godbolt said the public should be made aware that the children of the area do have access to the facility. When asked about public accessibility to the gym­ nasium facilities Armstrong said the correct procedure would be to go through him. “We’re in the ballpark,” with regards to the rec cen­ tre’s expenditures and revenues Armstrong stated, following a presentation of a chart for arenas and com­ munities in the Lake Huron zone. According to Armstrong this facility fell somewhere in the middle for centres in this area. The one area that’s producing less revenue than expected is the concession booth, Armstrong told the board. He said the lack of /------------------ - ----- revenue should also cause a corresponding decrease in expenditures needed to run the concession booth. At least one board member expressed concern about the short-fall in revenues and offered to put to use his skills as a short order cook to help out. Jerry MacLean suggested some type of pilot program whereby one volunteer would work in the conces­ sion booth during peak periods. “I’d just like to see this damn canteen make more money,” MacLean said. The board deferred action on the proposal until a meeting with Jenny Rowe who helps in the running of the concession booth is held at the next meeting. With only two months left to go before the end of the year the rec centre is very close to its projected budget, Armstrong stated. The "centre will have a deficit of around $56,000, made up of $24,500 capital debt and approximately $30,- 000 operating deficit. When asked by Godbolt if the centre could ever break even, Armstrong replied no, unless the fee structure was revised. Dave is an ordained minister in the Assemblies of God, enlisted in the United States Navy in March, 1968. On January 1, 1969, he was sent to Vietnam. There he served on a river patrol boat near the Cambo­ dian border, working in conjunction with the United States Seal Team. On July 26, 1969, in an attempt to destroy an enemy bunker he was wounded when a sniper's bullet penetrated the back of his hand which caused a white phosphorus grenade to explode six inches from his face. He was burned over thirty-seven percent of his body, thirty per cent being third degree burns. After his recovery, he resumed full time evangelistic work and has conducted meetings from coast to coast and in many foreign coun­ tries. In 1974 and 1975, Rev. Roever returned to Vietnam on tours in world ministries. ...
