The remarks were made by Bryan Tuckey a student planner with the Huron County Planning depart­ ment before a class of grade 11 geography students. Tuckey and Cindy Fisher were at the school as part of the planning department to 'encourage a greater awareness of the planning process among county students. This final class on the planning process focused on Exeter’s official plan and the ramifications which it will have. Fisher told the students that an official plan sets out . the basic land use policies within a town and that the zoning bylaw implements the official plan. Tuckey outlined, the history of official plans in Exeter and the role which the planning department has played. A basic premise of any plan is to deal with properly what already ex­ ists. “If you don’t unders­ tand the present you’ll have difficulty dealing with the future,” Tuckey stated. The Exeter plan was uni­ que from the standpoint that the town defined what it wanted to be and designed a plan around the premise. In reply to a student query, Tuckey said with the existing water and sewage systems and land availabili­ ty the town could grow to maximum size of 5,000. At the regular June meeting of council, Mr. Van Wieren was also named property standards officer for the municipality. Four tile drainage loan applications totalling $54,000 were provisionally approved and a debenture bylaw for $17,600 was passed authorizing the sale to the province of this amount for tile drain loans. An interim tax levy of 70 mills was approved. This is about one-half of the overall ’ 1979 tax requirement. A ; month ago council set the farm and residential rate at 139,783 mills. The first tax payment is : due on June 30 with the final ' installment required by November 30. . A grant of $50 was ap­ proved to the Ontario Livestock Protective Association and membership in the Goderich andidistrict Association for the Mentally Retarded at $50 was sanc­ tioned. Reports in the Johns municipal drain and the Main Branch Black Creek Drain repair were provisionally adopted. A petition from ratepayers in the South Zion area for drainage along County road 11 was accepted and will be forwarded I to drainage engineer A.J. DeVos for ' survey and report. Waterloo graduate student said it has actually strengthened the downtown core with Tuckey citing the example of the formation of the Business Improvement Area. Tuckey agreed with teacher Dave McClure who said it was his understan­ ding that business in the core area had increased due to the fact that more local people are spending their money in Exeter rather than large urban areas. It has been the small com­ munities surrounding Ex­ eter which have or will suf­ fer the greatest, Tuckey said. In an exchange between Tuckey and student Paul McAuley, the former dis­ agreed that Exeter was dy­ ing. McAuley said the com­ munity had few facilities aimed towards the young people and said there was an increasing outward migra­ tion of young people to the large urban centres.
