The report was given by Gerry Mills, of Kime Ditchfield Mills and Dunlop and showed an operating deficit last year of $78,452. While that figure will be picked up in this year’s budget, taxpayers won’t see their tax bills soar out of sight. Council had already anticipated that much deficit during their current budget deliberations when Mayor Derry Boyle predicted a five percent tax increase. While council had budgetted for a surplus of $59,000 last year, several non-budget expenditures cropped up and some departments ran higher than anticipated. One of the non-budget items was a grant of $17,500 to the Exeter Heritage Foundation and Mills said the carry-over costs from several 1977 contracts were well above the estimates and created a “substantial part of the difference between the budget and the actual expenditures. The audit report was session accepted by council. The current budget is not expected to be passed until well into June. Council members are waiting to see if the expen­ diture planned for the development of parking on the west side of Main St. behind the stores between Ann and John St. will proceed. They have set a deadline for June 1 for the property owners to sign the necessary right-of-way and there are still four owners whose signatures are re­ quired.
