T-A photo Delinquent dog owners to be penalized Exeter residents who are slow in paying for their dog tags will face an increased rate this year, although at least one member of council suggested Monday that it could result in fewer people paying for dog tags in the first place. Social services committee chairman Lossy Fuller presented a recommenda­ tion that people buying tags after the March 31 deadline would be penalized as much as $5. “Hopefully, it will make people aware they have to get in (to the clerk’s office) to get tags,” she com­ mented. The present fee schedule would remain in effect until March 31. Those fees are $7.50 for a male or spayed female, $15 for a female and $25 for a kennel licence. After March 31, the cor­ responding rates would in­ crease to $10 for a male or spayed female and $20 to $30 respectively for females and kennels. Councillor Don Cameron said he was a little worried “in this day of female liberation” that a male dog’s tag was half the price of a female. “They (males) don’t cause half as much problem,” Deputy-Reeve Don MacGregor com­ mented. Mrs. Fuller said that the town was losing money because many dog owners didn't get tags. She in- dicated that only 187 tags were sold last year, while the dog population was pro­ jected at something around 500. Cameron replied that dropping the cost of tags and not increasing them would probably encourage more people to pay. Mayor Boyle, however, suggested the fees may dis­ courage people from owning dogs. “It may discourage them from buying dog tags,” Cameron replied. Pet store owner Harold Patterson wondered what would happen in the case of people who bought dogs after the March 31 deadline. Would they have to pay the penalty? Mrs. Fuller deliberated on that question and then replied in the affirmative, although she later suggested they could get tags at the lower rate if they provided a sales receipt showing they had made their pet purchase after the deadline. “Don’t you think we’re getting a little involved over a little thing like a dog tag?” Reeve Si Simmons finally asked. With that, council ap­ proved the recommendation of the committee. At the London meeting, the 50 representatives of municipal utilities and private users were urged by Hydro officials to attend hearings in support of Hydro’s position that new transmission facilities are needed and plans must be started on the necessary process. Use increases In another discussion at Wednesday’s PUC meeting, Davis indicated that while they have plans for a new sub-station in 1980, it won’t be any too soon. He said loads throughout the province sky-rocketed in January, and Exeter was no exception. He said some of the loads experienced in town this January hadn’t been anticipated until 1981. Both of the existing sub­ stations are now running at over 100 per cent capacity and the Commission ap­ proved his suggestion for some transfer of loads from one to the other to improve service to some sections of town. The transfer will be a stop­ gap solution and Davis said the “problem will solve itself with the new sub-station.” Ontario Hydro is expected to file a report with the PUC for their next meeting on whether they will be fed power from Seaforth or Centralia. The Com­ missioners have expressed their concern over the feed coming from Seaforth rather than Centralia. At the present time, the feed is coming from both places and this created an unusual situation recently when half the town ex­ perienced a black-out due to a failure from the Centralia feed. The portion fed from Seaforth was unaffected. No answer The PUC manager reported that little progress had been made in finding an alternative if the Exeter Answering Service ter­ minates . service when the new Huron police com­ munication system comes into operation. Another firm had in­ dicated some interest in providing an answering service for evening and week end trouble calls for the PUC, but it has since ceased operation. Davis said he planned to meet with an official from Bell Telephone this week to see what options may be open from that source. ---------\ Victoria and Grey has 5 Plans Available.
