Participants agreed that a buffer zone of 2000' of "restricted agriculture" should be established around Exeter, the hamlets and Morrison Dam. The intent of the zone is not to restrict agriculture but prevent only the most intensive livestock operations locating next to built up residential areas. Opinion was that all new animal operations should require a Certificate of Compliance under the provisions of the Agricultural Code of Practice, Over less than 4 percent of the land area of Usborne Township remains forested. The natural environments of Usborne are the Ausable and Elimville Creek, the Morrison Dam, Fish Creek and the scattered farm woodlots. A major thrust of the secon- dary plan should be to protect and promote good conservation practice in the remaining natural environments of the township. Participants felt that the protection of the natural en- vironments of the rivers and woodlots, should be promoted and a program initiated of roadside treeplanting. McKenzie The 'Osborne plan should ac- cordingly: promote their development as places of residence and community; promote an orderly and com- patible use of land within their boundaries and encourage the municipality to take an active role in the provision of more building lots and the acquirement and maintenance of parkland. Fringe development in the town in Usborne Township next to Exeter comprises 13 residences on the north side of Huron St. and 11 residences and a 'F2 unit mobile home park on Provincial high- way No. 4. Planning directions are to halt further development of Huron St. until such time as Exeter requires additional land for residential growth. Further development of this nature shall be directed to the town which is able to provide the necessary services such as sewage and water connections, policing and recreation. The mobile home park south of Exeter is to be discussed ftirther by council as to whether it was decided that the 'Osborne plan should evolve strong policies to ensure that the agricultural base is not permanently damaged by the extraction of sand and gravel and that the landscapes are reclaimed into farming or forest. "A public meeting with the residents of the mobile home park and home owners at the south end on Highway 4 will be held at the first of next week," stated county planner Nick Hill. "Those in- volved will be informed by mail of the date and time." Preparation of the first draft of the secondary plan will take approximately six weeks, and when the Township Council is satisfied with its contents, it will be mailed out to all residents prior to another public meeting.
