The preliminary list of electors has been posted in my office
and in each polling place and electors should examine it to
ensure that their names and relevant information is correctly
shown.
Applications for inclusions, additions or corrections to or
deletions from the list may be made by an elector by com-
pleting and filing a form obtainable at the office of the clerk
and the last clay for filing such an application is November
1st.
The list for school support by ratepayers in 1975, as
provided by the Assessment Commissioner, is also available
for inspection at my office.

Council fails to okay regvest Treatment plant too expensive
Future of GB sewer system remains in dark
The Ministry official continued,
"you are asking us to build a
gigantic plant which could
become a white elephant and
remember 75 percent of the cost
is being paid by taxpayers
throughout Ontario."
After the open meeting,
Stephen council met separately
and decided to ask Grand Cove
Estates to assure they wpuld take
Tuesday's meeting was called
as •the result of a visit to the
Ministry office in Toronto by the
two townships asking for an area
project, At that time a quick
report on costs of a treatment
plant was ordered.
Timko said he was amazed at
the recent request. He added, "At
the last meeting in Grand Bend
on June 4 we had a request from
Grand Bend for a system for
themselves since no subsidies
were available for developers in
the townships,"
He presented costs for both a
lagoon system and treatment
plant. He said the costs of a
treatment plant would be
staggering and read the report
which suggested location of the

after a special meeting Tuesday
afternoon between officials of the
village and the townships of
Stephen and Hay and
representatives of the Ontario
Ministry of the Environment.
John Timko of the Ministry
said almost a year would be
needed for engineering design
and almost the same time for
construction from the time the
go-ahead is given by the village
council,
That go-ahead was not for-
thcoming Tuesday as council
split 2-2 on a resolution to ask the
Ministry to proceed.
Board rejects late bus
for Seaforth HS students
Central Huron Secondary School,
Clinton, Mr. Henderson asked for
a late bus for the 130 students who
attend the Clinton school to take
special options, and who are
unable to participate in extra
curricular activities after school
due to bus schedules.
He asked the board to consider
allowing one bus to depart at 4:15
p.m. daily instead of the usual
departure at 3:15 p.m. He said
the present early leave was
because of an exchange of buses
at Walton which transported
them to their homes.
Because of this bus exchange,
he reminded the board members,
it was saving the board over
$7,000. He said the cost of the late
express bus to Seaforth would
cost less than $2,000, "a very
nominal fee for the amount of
money being saved. I feel these
children have a full right to these
activities."
Several trustees expressed
concern that if a late bus was
provided for Seaforth area
students, others would demand
the same service.

Doug Martin asked Timko what
would happen if the village
refused the entire project?
Timko's answer was, "we
would wash our hands of the
whole thing. It would be turned
over to our enforcement law and
you would probably be ordered to
put a system in on your own. This
move would give you the
headaches, Remember the
province is footing 75 percent of
the bill,"
In a private session of Grand
Bend council a motion by
councillor Webster and Reeve
Sharen to proceed with the
project was defeated by coun-
cillors Martin and Des Jardins.
Councillor John Teevins was not
present.

Martin as to the possible post for
each home, Timko replied; "we
can't give a rate if we don't know
what you want,"

determined that if a lagoon
system for the summer resort
was to be installed the lagoon
would be installed on the Ausable
Concession in Stephen township.
Stephen councillor Dave
McClure argued it was foolish to
use 106 acres of good farm land
for a lagoon. To this Timko
replied "we didn't hear any
complaints from the township
when close to 100 acres of equally
good farm land was used by
Grand Coves Estate for housing
development."
In backing the treatment plant
idea, Stephen deputy-reeve Cecil
Desjarcline said the plant at
Huron Park was taking care of
1,200 residents without any
problems.
Timko answered this with,
"they have a steady population
as opposed to Grand Bend's
fluctuating population and a very
high sewage load especially on
summer weekends,"

Pines area and the cost of 2 acres
of land was estimated at $10,000.
This figure was scoffed at by
those in attendance saying one lot
in the subdivision was worth that
much.
Timko alsp disagreed with the
report which he only received
from the engineer Monday af-
ternoon, He said in a residential
area at least 12 acres was
necessary to provide enough
buffer zone.
Timko argued that a plant
would need to be at least that far
south of the Lake Huron water
plant at Port Blake because
sewage pipes would go at least
1,500 feet into the lake and they
must be at least that far from
water intake pipes.
He said construction of a
treatment plant would cast about
$200,000 more than a lagoon
system and operation costs could
be higher by $35,000 per year.
The cost of construction of a
sewer system for Grand Bend
alone using a lagoon is estimated
at 2.8 million dollars. A report
about four months ago to cover
not only Grand Bend but possible
expansion into three niegh-
bouring townships showed costs
at 2.6 million which included
oversize pipes.
At this point, GB councillor
Tom Webster said, "Let's get our
own show onthe road. It's cost us

An Ad Hoc Transportation
committee will examine the
legality and general feasibility of
limiting the size of an operator's
bus fleet operating in Huron
County, J. P. Alexander,
Wingham trustee said, "I feel the
board has a right to know who is
buying their bus routes."
A proposal by John Henderson,
RR 5, Seaforth was turned down
twice to alter bus service for
Seaforth students attending
The board defeated his motion
by a vote of 7 to 6 when the
proposal was made in the regular
business and 6 to 5 (two trustees
left early) when the question was
re-examined at the conclusion of
the meeting at Mr. Henderson's
request.

This preliminary list of all Electors prepared as required
by Section 23 of the Municipal Elections Act 1972 as amend-
ed by 1974 Chapter 32 will be publicly posted in the Office of
the Municipal Clerk on the 24th day of October, 1974.
Electors should examine the list to ensure that their
names and relevant information are correctly shown.
Complaints in the nature of requests for additions or
corrections to or deletions from the list may be made by an
elector completing and filing a form obtainable at the Office
of the Clerk.
The last day for filing forms, requesting additions, cor-
rections or deletions is NOVEMBER 1ST, 1974.
The electors are also reminded the school support list for
1975 taxes may be inspected at the office of the Clerk during
office hours.
