Effective October 1, the basic Old Age Pension' in- creases from $112.95 to $117.02,, the maximum GIS for a single person increases from $79.23 1 to $82.08, Therefore, someone receiving maximum benefits from the Federal Government will receive an increase of about $7.00 but the cheque received from GAINS would be $7.00 lower, so the increase is an- nihilated. The Government announced' that it is thinking about this problem and a decision on the pension boost will be made short- ly. I think it is imperative that the Ontario Government allow old -age pensioners to receive the increase granted them by the Federal Government, This money has been, ear- marked to help senior citizens cope with the problems of infla- tion and the difficulties of living on a fixed income. I would urge the Provincial Government to amend the GAINS legislation to ensure that it brings the maximum relief to old-age pensioners in Ontario who are in desperate need of help. T-A photo 5....ww:Mr!r.77:MMT:'7.0MUNIS `..5L •P V: Guaranteed Annual Income System (GAINS) and Family Benefits Allowance, have been severely criticizing the programme. The original intention of the programme was to alleviate the burden of the high cost of health care to those who could least af- ford it, However, in some cases the programme is of no value since the drugs needed by certain patients are not listed in the Government formulary and can- not be dispensed free of charge. Only certain drugs will be paid for under the scheme, and this has led to very real problems for some patients. Sonie physicians are reluctant The new Drug Benefit Programme which provides drugs free of charge to more than 548,000 Ontario residents has been in effect for only two weeks and already it is plagued with problems. Many people eligible for assistance including recipients of Federal Guaranteed Income Supplement (GIS), Ontario Bosanquet couple at wedding anniversary By JACK RIDDELL M.P.P. to substitute drugs, listed in the Government formulary for the one they were prescribing pevious to the start of the programme. Therefore some physicians write prescriptions for the drugs, with which they are familiar but are not approved under the programme, leaving the patient no further ahead than before. Another problem 'is that the plan does not pay for all types of medications. The formulary does not allow certain combination drugs, laxatives and some high- priced drugs. Our offices at Queen's Park have been deluged with phone calls from people un- able to obtain drugs which their doctors prescribe, some of which are life-sustaining. Another aspect of the plan which is hard to comprehend is the fact that certain compound drugs are not found in the list, As a result, these prescriptions must be written individually, for- cing the. patient to take three pills rather than one. Furthermore, a person who was taking a compound prescrip- tion previously paid for the cost of the pills plus a dispensing fee to the pharmacist. Under the new plan, the pharmacist will get a dispensing fee for supplying' a month's supply of each of the three tables, so the dispensing fee is three times as high as it would be for one compound pill. If the Government is serious about 'reducing health costs, it must include some of these com- pound drugs when it revises, the formulary. The Ontario Phar- macists Association said the for- mulary will have to be expanded to include some therepeutically valuable drugs that were omitted. Soine people have criticized the fact that only one month's supply of drugs can be dispensed at a time. For drugs that have to be taken for an extended period of time, this is a very un- economical quantity. Also, a new prescription must be written every three months, even if the drug will be needed indefinitely. I believe that the Drug Benefits Programme is basically an excellent idea, but there are some kinks which have to be worked out before the programme becomes totally satisfactory. The Government was late in advertising the Programme, and as a result peo- ple were not prepared and well informed beforehand. I hope the Government will listen to the complaints that have been raised, and make the necessary additions to the new formulary which will come out January 1st, of next year. Another issue raised at Queen's Park recently was the unfairness of the present GAINS Mr. & Mrs. Don Mason and family, Mr. &,Mrs. Gary Nickles and family, Mr. & Mrs. Al Hawkins and family, Mr. & Mrs. Jerry Wilcox and family and Mr. & Mrs. Ken McColl were cam- ping for a week in the French River District.
