T-A photo As of September 1 thr govern- ment of Ontario will beproviding prescribed drugs without charge to more than 548,000 residents of Ontario - including 334,000 recipients of the Federal Guaranteed Income Supplement, 10,000 recipients of Ontario Guaranteed Annual Income, as well as 204,000 recipients of Family Benefits Allowance. The Drug Benefit Program, in addition to the government's new Guaranteed Anrual Income System (GAINS) will provide an additional $95 million to those citizens whose standards of liv- ing are so severely eroded by the effects of inflation. previously unable to pay for es- sential drugs will now be assured of receiving the medication they need. The Drug Benefit Plan will enable eligible patients to be maintained on expensive drug therapy at home rather than in an institution. This has proven beneficial for TB patients in the past and saves the cost of long- term institutional care. Those eligible for the Drug Benefit Plan who have previous- ly been spending on drugs a sub- stantial part of their limited budget, will now have those funds available for other uses. As well, drug quality and price have been standardizedto ensure qualityfor the recipient and value for the taxpayer. one time will be one months' supply. Drug cards sent out in January will cover the next three month period of January through March, inclusive. Subsequent drug cards will be sent out in the form of cheque stubs on a monthly basis. Residents of Ontario who receive only the federal Old Age Security payments but not in receipt of the Guaranteed In- come Supplement are not eligi- ble for the Drug Benefit Plan. Only by receiving the GIS will a person automatically receive the benefits of the drug benefit program. Drug cards received by per- sons in receipt of GIS and or GAINS will be in the individual name of the particular recipient. Cards received by those on Family Benefits Allowance will be in the name of the family breadwinner and will list eligible dependents, Recipients of drug cards will leave this eligibility certificate with the pharmacist when they have a prescription filled. The certificate may be reclaimed if the recipient wishes to deal with another pharmacy, Drugs eligible for reimburse- ment are those prescribed by a doctor or dentist and listed in the Drug Benefit Formulary. The Drug Benefit Formulary lists approximately 1200 drug preparations which meet therapeutic standards approved by the Ministry of Health. The ministry will pay the cost of the lowest price inter-changeable therapeutic product listed. For example, there may be eight brands of penicillin tablets listed, ranging in price from $2.50 for 100 to $11.10 for 100 tablets. All eight have been judg- ed to be of the same quality and therapeutic value. Therefore, the ministry will reimburse the AbarmacIst for the lowest priced tienicillin° listed, Extemporaneous prepara- tions, such as a drug or mixture of drugs, compounded in a phar- macy according to the order of the prescriber, will also be eligi- ble for reimbursement. The formulary will also in- clude some essential non- prescription drugs which will be provided as benefits when prescribed, such as insulin and iron preparations. The maximum amount of drugs that may be dispensed at The free drug program will complement the several measures introduced by the government of Ontario in 1972 to reduce the burden of health care costs. These measures included the abolition of health insurance premiums for persons aged 65 or over, the broadening of premium assistance to low income families and individuals and the introduction of extended care for the elderly in nursing homes and homes for the aged. With the in- troduction of the Drug Benefit Plan, pensioners will be entitled to a full range of health,care ser- vices at no cost to themselves.
