On June 4 Mrs. Margaret
Birch, Provincial Secretary for
Social Development, introduced
a new provincial policy regarding
day care for Ontario's children.
Immediately a controversy
erupted about the adequacy of
the new program and con-
siderable concern was expressed
by parents and those involved in
the care of young children about
staff training requirements and
the proposed ratios of adult
workers to children.
The new ratios call for one
adult worker to four children
under 18 months of age: one adult
worker to six children aged
between 18 months and 2 years:
one adult to 12 children for 2 to 4
years of age, and one adult for 16
children of 5 years of age.
The federal government
recommends a lower ratio of one
adult for nine children aged 2'2
years to 4 years and one adult to
12 children aged 5 years. Two
other provinces for which
statistics are available enforce
lower ratios than those proposed
for Ontario.

benefit from the day care
program without undue increases
in program cost - an objective
with which we would all agree.

result of the proposed changes is
overcrowding and inadequate
supervision the economy will be
false indeed.
Child care professionals
remind us that the first five years
of a child's life largely sets in
place his atitudes and ex-
pectations for the future. Good
care at this stage is critical for
the child's physical and mental
well-being. There is no way to
make up in later life for what a
child misses in his formative
years.
For the child who must spend
the greater part of his waking
hours in a day care centre, it is
essential that he or she receives
the kind of care that will develop
his cognitive skills, language
and social skills. It is probably
even more important for this
little person to develop attitudes
of trust and affection in those who
care for him - impossible to
achieve in a situation of over-
crowding with high tension
levels, noise, confusion and in-
sufficient adult attention.
In addition, of course, a
properly supervised day care
program offers an excellent
opportunity to identify the
potentially troubled child, the
child with a perception handicap,
or children with minimal
physical impairments, It is at
this stage that remedial
progra,rris, should „begin • before
real damage becomes aburden to
the child, and ultimately society.
Mrs. Birch has consistently
refused to make public a task
force report completed at the end
of June last year. An earlier
report on the care and education
of young children has similarly
not seen the light of day. The
minister insists that these reports
are confidential, in-house
documents. A great sense of
relief, would be experienced by
parents and day care workers if,
through the release of these
reports and the studies on which
they are based, it could be shown
that the proposed changes would
provide sound child care.
Referring to the training of day
care workers the minister made
the following statement in her

June 4th policy statement to the
legislature:
"To encourage more parent
and volunteer involvement in all
day care programs, the ministry
has increasingly been approving
staff on the basis of individual
competence and experience
rather than by relying on any,
particular set of professional
qualifications. We will extend
this practice by removing from
the regulations under the Day
Nurseries Act the requirement
that all staff have specialized
knowledge of what the
regulations now refer to as
`methods of child guidance.' We
will require no formal
qualification for staff in the
supplementary after-school
programs for 6-9 years olds."
"We will, of course, continue to
require that supervisors of day
care centres have specialized
knowedge, but once again we will
recognize relevant experience
rather than relying solely on any
particular professional
background."'
Because of this statement very
considerable unease is being
experiencedby child care workers
who consider there is little real
understanding of the particular
skills that are required to care for
young children and provide the
4Sheppard- Reunion
The annual Sheppard Reunion
was held July 20 at Anderson
Park near St. Marys.
The sports' prizes were won by
Karen Paton, Debbie Mitchel,
Judy Fraser, Susan Hayter. After
a smorgasbord supper a business
meeting was held. A write up was
read of Gordon-Grace Fraser's
40th wedding anniversary.
It was moved by Elsie Holland,
seconded by Pauline Morrison
that Morley-Diane Fraser be
reinstated as president and
secretary for another year. It
was decided to have another
reunion at the same place, July 3,
at the same time. Marlene
Hayter offered to entertain the
children.
Heading the Playhouse cast is.
Bob Windsor as Barney, seen last
season in "Like Father, Like
Fun," Mr. Windsor turned
playwrite recently when his play
"The Only Way to Live" was
produced in Toronto last week.
He has appeared on TV and in
Canadian-made movies, in-
eluding "Neon Palace" in which
he was seen as the Senator,
Barney's trio of would-be-
conquests are played by
Marilynn Harris, debuting at the
Playhouse in the role of Elaine the
customer,and whose face is
familiar to television viewers
through numerous commercials:
Kathleen Forget who has the
opportunity to display her comic
talents as Bobbi, the wayout
actress; and Joan Hanna, a
Playhouse veteran, who plays
Jeanette, the wife's best friend.

On June 21st, Robert Nixon the
leader of theopposition,presented
a petition on behalf of groups
calling themselves the com-
mittee of opposition to revisions
in the Day Nurseries Act. 5,300
persons signed the petition, the
vast majority of whom were
parents.
To Mrs. Brich's claim, that the
ministry will not support the
vested interest of the daycare
profession, the parents retorted
that they have a vested interest
they intend to support - the in-
terests of their children.
It is not clear whether the new
regulations state a minimum
requirement and day care cen-
tres are free to impose higher
standards for their programs and
still receive any provincial
support to which they would be
entitled. It appears that
municipalities can develop
higher standards for their
programs and still be eligible for
assistance.
The ministry has recently set
up a special committee to advise
it on day care matters. In the face
of continuing concern it is to be
hoped that the committee will
allow the widest possible public
discussion of Mrs. Birch's
proposals before the regulations
to the Act are amended.

The sixth production of the
Huron Country Playhouse is the
smash Broadway comedy "The
last of the red hot lovers" by Neil
Simon, This is the first play to be
staged at the Playhouse by the
prolific American comedy writer
whose contributions to the stage
and screen have included such
bonanzas as "Plaza Suite"
"Barefoot in the Park", and
"Come Blow Your Horn."
The comedy deals with Barney
Cashman, 47-year-old
restauranteur, who suddenly
decides to be a swinger before it's
too late, He sets out on a path of
seduction, which ends in total
failure. There's the kinky, hippie-
like actress he meets in the park;
a customer in his restaurant
whose fingers in shrimp sauce
attracts Barney's attention, and
there's his wife's best friend.
All are invited by cautious
Casanova to spend a few hours
on different afternoons in his
mother's apartment . . while
she's out doing volunteer work.
