A Message to the
Customers of the
Undersigned Public
Utilities Commissions
On March 8, 1974 most Public Utilities were represented
by their Commissioners at the annual convention held in
Toronto. This group of Commissioners belong to an organiza-
tion known as the Ontario Municipal Electric Association.
The Ontario Government has recently announced the
abolition of the Hydro Electric Power Commission and has
delegated their responsibility to the Board of the Hydro Cor-
poration of Ontario. This Board will consist of thirteen
members, however, only two of these members are to repre-
sent the Ontario Municipal Electric Association.
The Hydro-Electric Power Commission of Ontario and the
municipal electrical Utilities have been a co-operative trust.
The municipal electrical Utilities through their payments of
wholesale power costs have built up an equity in the Ontario
Hydro of approximately 70% and the Ontario Municipal
Electric Association believe that they should have a propor-
tional representation on the new Hydro Board.
At the annual convention in March the Ontario municipal
Electric Association in which the undersigned Utilities are
members passed a resolution as follows:
"Be it resolved that the Ontario Government be asked to
issue common voting stock certificates in the new Ontario
Hydro Corporation to each participating municipal electric or
public utility in proportion to the total equity which each such
utility holds in Ontario Hydro, and THAT the Board of Direc-
tors of Ontario Hydro Corporation be elected by the
shareholders, and
THAT as an alternative to the issuance of common voting
stock certificates in the Ontario Hydro Corporation, the On-
tario Government be required to pay in cash to each
municipal electric or public utility the recorded value of its
equity in Ontario Hydro, subject to interest at the ,prime in-
terest rate until final payment has been made.
AND FURTHER THAT this matter be taken to the courts if
necessary to obtain satisfaction,"
The Public Utilities Commission believe that its customers
are shareholders in our own communities Public electrical utili-
ty. However, you are also a shareholder in Ontario Hydro and
as your representatives, we believe we must pursue this subject
in the best interest of our customers.
We have taken this means to advise you of this vital
matter.
