plant to serve 700 residents all
year around and upwards of
100,000 in peak periods.

Payne suggested a feasibility
study of the entire lakefront area
saying, "our whole district is
subject to a tremendous ex-
plosion of development, Let's
have a plan for the whole area.
Exeter lawyer C.V, Laughton,
a resident of the area also op-
posed the plans arguing the
lagoon would be much too close to
the Ausable River.
Laughton at the opening of the
hearing protested the advertising
which listed only three lots as
proposed sites when there were
actually four.
He was told by the hearing
chairman that the final ad-
vertisement had been amended.
The only person speaking in
favour of the sewage system was
Terry Billson of the Lambton
County Health Unit, He said
sewers were a matter of urgency
because of the many undersized

McLean contended the four
sites suggested, contained more
arable farm land than those
rejected during the earlier
hearing,
Bill Crawford, Heldman for the
Huron Federation of Agriculture
asked that every consideration be
given in preserving good farm
land.
In reply to the engineer's
statement that using the waste
lands to the east would be too
costly because of pumping,
Crawford replied" maybe to the
farmer considering the last cost
could be more important than the
first.
Crawford played a tape of a
speech given Thursday in Clinton
by David S. Caverley, assistant
deputy minister water
management of the Ontario
Ministry of the Environment.
Caverley said the original
concept of lagoons was the ease
in their installation and "land use
never entered our minds."
He continued, "the government
will have to do some re-thinking
on lagoons, I'm safe in saying
their future use will be on the
decline, I'm not saying they will
be done away with, but we must
take a hard look at land use."
Crawford went on to suggest
another form of treatment. To
this Constantine said "There is a
very slim chance of any other
type of treatment for Grand
Bend. Mechanical plants require
very skilled operators and they
would not be feasible here."
