celebrated their 40th wedding
anniversary with a family dinner
in the United Church basement,
Kirkton at noon, October 2. Those
attending from a distance were

An evening meal was given by
their sons and wives at the home

Twenty-five relatives gathered
at the home of Mr. and Mrs. G. H.
Burgin Sunday afternoon and

showed the highest increase.
Schaefer said the main reason
for the increase was the fact that
OHSC through OHSIP pays for
out-patient services. There is
additonal specialized equipment
in hospitals now, he said, and
doctors usually send patients
there for this testing.
Of course, more of the
population is taking minor and
major emergencies to the
hospital, especially on weekends
and holidays and at night when
doctors are not in their offices.
He added that OHSC will pay
two-thirds of all approved
building costs but the remaining
one-third must be raised locally.
"In the past, hospitals have
also received bequests from
estates which were used for
construction," reported
Schaefer, "but these are not now
being received as the public
assumes the government pays all
costs."
"Also hospital boards have
gone out on fund raising drives
for construction," he continued.
"Goderich had one five years ago
which was quite successful and
the other boards have also gone
through these fund raising
drives. However it is our opinion
that today a hospital fund raising
drive would not succeed as again,
people assume the government
pays all costs and because they
feel they pay now through their
OHSIP premiums."
"Gentlemen, this is the purpose
of our request today," said
Schaefer, "that the county con-

Council appeared before Huron
County Council Thursday asking
them to consider changing their
hospital grant structure to permit
a grant of one-third of total ap-
proved costs for hospital
building.
Present grant structure is that
the countypays $4,000 per bed for
new construction. However, no
additional beds are seen to be
required in any of the five county
hospitals in the near future
although hospital expansion is
necessary in some areas.
John Schaefer, a member of
the hospital board at Goderich
Alexandra Marine and General
Hospital, said that immediate
needs are for increased
emergency, laboratory and Xray
facilities, particularly at
Goderich.
He said a study of the five
county hospitals shows an
average increase of 274 percent
in the emergency departments
for the period of 1967 to 1970.
"This increased demand is not
levelling off,"continuedSchaefer.
"Last year in 1970 Goderich
Hospital had 6,012 emergency
patients and this year to the end
of August there have been over
5,000 an increase of 30 percent."
In the laboratories, the average
increase of services across the
county was 163 percent and for
Xray services it was an 82 per-
cent increase. There are 125
percent more elec-
trocardiograms on an average
across the county as well. In all
structure and facilities to meet
the present and future demand of
services in the following areas.
Emergency Service - minor
and major. Present facilities
supply one small examination
room with less room than the
private doctor's office. No
Ivledical Staff room, no waiting
room but the hallway leading to
the Obstetric Ward. Many
emergencies come to the hospital
which because of the nature of
the emergency and the need of
certain services, are given first
aid and then hurried off to a
London Hospital. Many of the
emergencies that are transferred
to London are not recorded. So
our increase of 116 percent in
emergency services supplied in
the last four years is really much
higher than this figure indicates.
2. Laboratory and X-Ray
Service - one small X-Ray room,
no waiting room, a long queue
line of out-patients standing in
emergency entrance and
blocking hallways. Frustrated
patients, nurses and doctors.
Exeter Hospital lost all its- X-
Ray records in the 1969 flood, so
present increased demand of
services in this area is far
greater than the records show.
3. Administration Services -
presently housed in a building
over 100 • years old and
deteriorating to a point of being

condemned by the Fire Con-
sultant from Ontario Hospital
Services Commission. Medical
Records room required as soon
as possible,
Our application to the Ontario
Hospital Services Commission
for approval of a new addition to
the present hospital was made in
April 2, 1970. Approval from the
OHSC to make a master study of
the requirements of our hospital
has been received,
A consultant firm is now being
engaged to prepare a master
program which will state the
adequacy and needs of the
hospital's present facilities ap-
proved role for current and
future development.
The time factor covered will be
the next ten years, with general
indications for requirements
beyond that time. The study will
commence within four to six
weeks after approval to proceed
is given by the hospital board and
the report should be available
within two months thereafter,
From this report a master plan
will be submitted to the Hospital
with schematic drawings to
demonstrate the suggested
solution.

Dear Editor:
I wish to make reference to the
report of Mr. John Schafer to
Huron County Council on Sep-
tember 23 on behalf of the Huron
County Hospital Planning
Council.
He pointed out the greatly
increased need that the county
hospitals have to supply services
in such areas as emergency,
laboratory, x-ray, medical
records, etc. The present grant
structure of the County does not
aid the hospitals to supply these
services,
His request to county council
was that council consider
making a grant of 113 of the cost,
based on the percentage of the
previous year's admissions of
patients from Huron County.
This method is being used in
many counties in Ontario and is
totally acceptable to the Ontario
Hospital Service Commission as
an equitable distribution of costs.
I wish to outline to you some of
the areas in the South Huron
Hospital which need improved
facilities and services, and why
they must receive tot) priority in
a new addition to the present
hospital or new building.
The local Hospital, built 20
years ago on to a 100-year-old
residence, and an additional wing
added 10 years later, now has
become inadequate in design,
