Boyle and Mayor .1',ipihridge. ruled that the. matter would he set over until the next meeting.. QUESTION An interesting debate during the discussion was whether or not Mayor Delbridge should be given a vote and if he was, whether or not it would consti- tute a majority due to the fact it would have brought the number of votes on any motion to only four when in fact there were eight members present, with Cudmore abstaining, Councillor- Don MacGregor was absent. The Ontario Municipal Act states that the head of the coun- cil, or the presiding officer, may vote with the other members on all questions. It also states that only on questions on which there is an equality of votes shall the ques- tion be deemed to be negatived. This would suggest. that MayOr Deibridge- could: have : :voted' at. any time, and: :07. calling th.e. yen AN no votes presumably could have. gottpn tour three split. and therefore a majority of votes..
