Gentlemen:
I have audited the accounts and records of the Township of Stephen for the
year ended December 31, 1966 and have prepared therefrom the statements
listed in the index accompanying this report.
Operations
The operations for the year resulted in a surplus of $4,338.06 compared
with a surplus of $4,526.86 for the year ended December 31, 1965.
Presented herewith is a condensed Statement of Comparative Revenue and
Expenditure for the three years ended December 31, 1966, 1965 and 1964.

Qualifications
The tax rates should be adjusted in 1967 to apply the over and under levies
and application of the Unconditional Grant as shown on schedule 8.
I did not examine a Statement of Debenture Debt Assumed from Grand Bend
covering Stephen Township School Area Board but made my own calculations. It
is understood from the information provided to me, that the Clerk-Treasurer of
Grand Bend refuses to prepare the proper statements for this purpose.
The Police Village rates are in excess of those rates allowed by the Municipal
Act. As at December 31, 1966 the sum of $9,245.29 was due to the Police Village
of Dashwood; it is suggested that the Police Village of Dashwood rate be reduced
to use this accumulated surplus.
No fidelity bond renewal was examined for the Treasurer of C.R.C.S.S. Hay,
McGillivray and Stephen.
Auditor's Opinion
Subject to the foregoing qualification, I hereby report that in my opinion
(1) The financial transactions which have come under my notice have been
within the powers of the municipality,
(2) The audit has been conducted in accordance with the instructions of the
Department of Municipal Affairs.
(3) The financial statements present fairly the financial position of the
Municipality as at December 31, 1966 and the results of the operations for the
year ended on that date.

Comment:
According to official estimates the average person spends 17.6 cents out of every
dollar, after all taxes, on food. The farmer's share is a surprisingly small 5.5
cents out of the dollar, and his share has been declining.
On the other hand, many people claim that our various Governments extract a total
of 40 cents out of every dollar we earn. This is a big percentage of a person's in-
come, and the percentage is growing larger all the time. Our Federal, Provincial
and Municipal Governments keep crying out for more money to finance their various
utopian schemes. We have been taken over (or just plain taken) by our civil servants.
These bureaucrats are empire-building without end. Our politicians merely dance
to their tune!
Can these bureaucrats pass a comparison test with the farmers? The farmers who
so efficiently provide us with food, the most essential need of all! Isn't It reasonable
to demand that our Government apply the farmer's business sense and new tech-
nology to its own functions? Is it not time that the farmer received his rightful share
of the national income? By applying to Government functions the same sort of busi-
ness and technological methods that have made the farmer so productive, this could
be achieved without increasing prices.
The savings in reduced taxes could be passed along to the farmer and the rest of
society.

Reverend G, N. Luxton, has an-
nounced the appointment of the
Reverend Edgar John I n s le y,
L.Th., as the Rector of the Ang-
lican Parish of St. Paul's Church,
Thedfor d; St. John's-by-the-
Lake, Grand Bend; St. Anne's,
Port Franks; Holy Trinity, Ip-
perwa.sh; and Grace C hu r c h,
Greenway.
Mr. Insley has been Rector
of St. George's, Thorndale; Grace
Church, West Nissouri; and St.
Luke's, Crumlin, since January
1, 1965.
He was born and educated in
Windsor and attended Canter-
bury College, University of Wind-
sor and Huron College. He was
ordered Deacon in 1964, and
priested in 1965 by Bishop Lux-
ton.
prior to entering theological
training he was employed by
Chrysler Corporation of Canada.
He served in the RCAF during
the Second World War.
