It is interesting to mention
that the Commonwealth Gevern-
ment of Australia has had so
many ((referendums" on ques-
tion of amending the Constitution.
These referendums were spon-
sored by political parties, and
a majority of them were spon-
sored by the Labour party.
To the best of my knowledge,
e referendum interferes with leg-
islative power of the House of
Representatives, because the
Rouse of Representatives is there
to legislate, and calling on the
people to ((legislate", using the
referendum as a. device for it,
suggests to me a weak party
system in the overall organiz-
ation.

In 1944 the United Australia
Party was transformed into the
Liberal Party, with the glamor-
ous program of the freedom of
enterprise and liberty of the in-
dividual. The change and neW
spirit were created by Robert
Menzies to capture the floating
vote (20 per cent). When defeated
in the 1946 elections by the
Labour party, closer co-oper-
ation between Robert Menzies
and Fadden (leader of the Coun-
try party) followed,
In 1947, 1948 and 1949 all
attempts to amalgamate the
Country party with the Liberals
failed. The Country party con-
vention of March 1949 almost
unanimously voted against the
merger with the Liberal Party.
Robert Menzies referred in his
speech of 1944 to "revival" of
Liberal thought. Two parties co-
operated fully in the general
election of 1949 and 1951, and in
government which held office
after these dates. In the cam-
paign of 1949 the Liberal party
was very effectively organized
and more unified.
Its secretariat presented a
"new" and «human" Menzies,
with high success, to the voters
during the election of 1949. Rob-
ert Menzies in 1951 won again
the control of the House of Re-
presentatives as of the Senate.
Another of Australia's political
parties is the Communist party,
small in voting strength, no re-
presentation in federal parlia-
ment, but possessing strength,
unity and an aggressive organ-
ization.
The "white Australianpolicy"
which began with gold rush dig-
gings had a fundamental influence
on the shaping of the Australian
community as a whole. There-
fore it influences the social be-
haviour and political life of Aus-
tralia.
The Australian political part-
ies are more class-conscious
parties than their Canadian coun-
terparts.
The system of Australian elec-
tion practices has the same prin-
ciple as election practice in Great
Britain. The feature of Australia,
which is not present in Great
Britain, United States of America
