(vi) No record was kept of tax monies paid to the Clerk-Treasurer. (vii) Many errors were made in the tax rolls. (viii) The tax arrears ledger was not kept up to date so that it was of no value as a book of record. Operations The operations for the year resulted in a surplus of $2,010.95 compared with a deficit of $3,093.75 for the year ended December 31, 1963. Presented herewith is a condensed comparative Statement of Revenue and Expenditure for the three years ended December 31, 1964, 1963 and 1962. A fidelity bond was not examined for the Secretary-Treasurer of School Section No. 11 and therefore it is presumed he is not bonded. As at December 31, 1964, there was an accumulated Revenue Fund Surplus of $72,361.90. It is suggested that the Municipality provide out of this surplus a reserve for working capital and such other reserves as allowed by the regula- tions of the Department of Municipal Affairs. The Corporation of the Township of Stephen Auditor's Report The tax rates should be adjusted to reduce the deferred revenue which is shown on schedule 8. A number of by-laws which were passed in 1964 could not be located. It is suggested that all by-laws be securely fastened into a folder or book so that they will not get lost. Tile drain loans were issued in 1964 in the amount of $19,200.00 but the debentures had not been sold to the Province of Ontario at the time of our audit. The Clerk -Treasurer's salary appears to be overpaid by$99.18 to December 31, 1964. The records of the municipality were only partially written up and were therefore quite inaccurate and only limited information could be obtained from them. After reconstructing the records and making such inquiries as were deemed necessary in the circumstances, it was determined that there was an apparent cash shortage of $4,524.97 to December 31, 1964 and an additional apparent cash shortage of $3,808.65 to August 12, 1965 making a total cash shortage of $8,333.62 as at that date. Auditor's Opinion Subject to the foregoing qualifications I hereby report that in my opinion: (1) The financial transactions which have come under my notice have been within the powers of the municipality (2) The audit has been conducted in accordance with the instructions of the Department of Municipal Affairs (3) The financial statements present fairly the financial position of the municipality as at December 31, 1964 and the results of the operations for the year ended on that date. MISS MARGARET JANE MILLER Miss Margaret Jane Miller, Seaforth, formerly of Lot 10, Con. 9, Hibbert Township died Sunday Oct. 31 in Seaforth Gen- eral Hospital. She was born in Hibbert Town- ship August 6, 1889 and was the daughter of the late John G. Miller and his wife, the late Mary Jane Mahaffey. Miss Miller was a member of Cromarty Presbyterian Church and is survived by a brother George, London and three neices and one nephew, The body rested at the Heath- Leslie Funeral home, Mitchell until Wednesday Nov. 3 when funeral services were held with Rev.
