New evelopment road
links Huron highways

Highways, was officially open-
ed by Hon. Fred M. Cass, QC,
Minister of Highways, Wednes-
day, Nov, 1,
-'Mr. Cass officiated at the
ceremony, held at Dunlop,
where the new road joins with
Highway 21. Cutting the ribbon
was C, S, MacNaughton, MPP
for°Huron, John Hanna, MP'P
faf=Huron-Bruce, who is in hos-
pixa4—for observation, was un-
able to take part.
The road, termed a develop-
ment road by the department,
is...part of Huron. County Road
25..'It, is 14.5 miles long, as-
phai;t:surfaced, and was design-
ed by B. M. Ross, a Goderich
consulting engineer..
County councillors and em -
p oiees of Huron County at-
tended the ceremony.
Lessen burden
Mr. Cass, speaking briefly at
the -ceremony, said his depart-
ment is trying "to alleviate"
the road -building burden of
municipalities.
' Construction costs of such
development roads in Ontario
today, he said, are about $8,-
000,000 yearly. "The depart-
mneilt., of highways for many
yea.ra has been building de-
velopment roads — assuming
the entire cost of construc-
tion — to promote the economic
growth of many areas and to
improve materially road sys-
tems, throughout Ontario."
Development road 499 (from
Blyth to Highway 21), he said,
"plays an important role in the
economy of the area and serves
as a well -traveled connecting
link between. King's highways
in this part of Huron County."
The standard of construction
of the development road was
established by engineers of the
highway departments • working
closely with county officials.

carried out soil investigation
and provided other engineering

lowed the ceremony, Mr. Mac -
Naughton announced .that tend-
ers for highway construction.

Mr. MacNaughton, in making
the announcement, said he

the "worst in the province."
The announcement brought a
round of applause.
Mr. Cass said the work on the
development road from Dunlop
to Blyth is "an example of the
type of co-operation we like to
have between local road auth-
orities and the department."
"We appreciate the good job
