All parties .endorse
national energy bill
p y W, H. 4.. THOMAS
Last week the hose completed
discussion of the National Eriergy
Elll-and.gave it third and fine!
reading.U was a much debated
piece of legislation but was fin.
endorsed by all parties. The
story of' this, law goes hack to
the famous pipeline debate dur.
ing the days of the -former ad.
ministratiee wben the opposition
staged a terrific battle in the
house against 1,11 •e proposed
method ot fieaneing the Trans
Canada P1peiine
Actio.n le preventthe repeti-
„lion of such a deal was one of
:the featured ondertakinks of the
1.957 *federal 'election iampaign.
As a start, towards implementing
this •promise, the • new govern.
merit- set up the. Borden Com.
misaioir to male 4 full enquiry
into ail' sources of energy in
Canada and to recohimend what
action should be taken to safe-
guard the public interest.
The commission spent many
months traVelling across the
chuntry. gathering evidence, It
repommended that a national
,'CliergY hoardphnuid be appointed
to supervise the energy re -
spaces of Canada, The National
Energy,,,Board. Act is the gov-
ernment's ansWir to this recom-
mendation. The•prbamble to the
lief reads as fOIJOWS:
'The purpose of this bill is to
establish, a. National - Energy
.Board which --shall, in. order to
assure to the people of Canada
the best use M energy resources
In this country, regulate in the
Public interest the construction
and Operation of oil and gas
pipelines subject to the jurisdic-
tion of the parliament of Can
ada, the tolls charged for trans-
; mission by 1.1cit pipelines, the
export and import of gas, the
expert of eleetric power and the
Icenstruction of those lines over
Mlle 1 such Power is exported,
The hoard shall also study and
keep under review all matters
relating to energy within the
risdietion of the Parliatnent of
Canada, and shall recommend
to the Minister of trade and com-
merce sub measures as it P,QP'
sideis '
in
the public interest with regard
to such matters. The bill also
authorizes the extension of the
export and import provisions to
oil.”
Support for the actwas not
unannnous even though it was
endorsed by hll parties. Some
people think it goes too far, some
think not far enough. It is Op-
posed
Y sone because it on.
tains provisions to control rates
for transportation of gas and oil
through pipelines and therefore
controls profits. These people
contend that such control may
discourage investment in such
enterprises and retard develop-
ment. On the other hand some
people think that the Jegislatioin
leaves too many loopholes for
profiteers. They would like to see
the controls more rigid.
This act is a reasonable com-
promise between the two schools
o. thought and its success will de-
pend largely on the good cote
mon sense of the energy boa
in its administration,
Canada depends on her forests,
