As long as a first class honor standing was maintained, free tuition would be guaranteed. Other provisions for financial aid to university students were also proposed by the committee. To a small minority, this pro- posal will be of no interest, but because nearly everyone requires financial assistance to attend university, the proposal will be of major importance. To stu- dents who would otherwise have to he satisfied with a grade 13 diploma, this plan offers re- newed hepe and optimism for the future.
