Usually the divorce bills are sent to the House of Commons in "batches" of 50 tb 60. They are presented to the house, by the speaker and referred to the committee on private bills with- out any discussion. The committee on private bills is composed of 50 members drawn from all parties. Ten members must be present in committee before they can take legal action. The secretary of the committee is a permanent civil servant' who is experienced in handling these cases. Before the committee considers the divorce 'bills, each one is carefully scrutinized to see that no legal technicalities have been overlooked; such technicalities as the proper service of notice on the defendant, etc, As these bills have also been scrutinized by legal experts before the sen- ate committee deals with, them, there is virtually no chance of legal errors. After the bills are examined by legal experts,. they are consid- ered by the private bills commit- tee.
