(7) Where the 6 members of the negotiating agency appoint- ed by the local board, or the 6 members of the negotiating. agency appointed by the dealers and the processors as the case may be, fail to appoint a mem- ber to the Arbitration Board in accordance . with subregulation 5, or June.1, as the case may be, the Board shall appoint such members as are. necessary to complete pl to the Arbitration Board. (8) The Board shall submit to Board of Arbitration any state- ment or statements of.the'mat- ters in dispute received' from the negotiating agency under subregulation 3. ' (9) The Arbitration Board shall meet forthwith after the ap- pointment of .the 3 members there 'of and shall make an a- ward in respect of the matters referred to it, or all matters which the, negotiating agency is empowered to adopt or settle by agreement, as' the case 'may be.
