and providing for the adminis-
tration and disposition of any
moneys or securities so furnish-
ed;
(b) providing for the exemp-
tion from the regulations under
the plan of any class; variety
or grade of wheat or any per-
son or class of persons engaged.

referred to it, or all matters
which the, negotiating agency is
empowered to adopt or settle by
agreement, as' the case 'may be.
