11.k1V VOITOPe, president of
Dominion Automobile
Association, in a recent speech,
spoke strongly against the in-
troduction of legislation
making the use of seat belts
mandatory. At the same time,
he asked all provincial govern-
ments across Canada to con-
sider all aspects of the question
before the passing of such
legislation in any Canadian
Province.
In place of legislation forcing
people to wear seat belts, Mr.
Trollope asked the government
to join with other safety min-
ded organizations to promote
the use of seat belts through a
program of education and
publicity. In his speech, Mr.
Trollope stated "That making
people wear seat belts through
legislation was against a per-
son% individual freedoms and
that government should tread
lightly in this area." While
agreeing that it was his per-
sonal feeling that the use of
seat belts is strongly advisable,
and that they may possibly lead
to fewer deaths, the freedoms of
an individual to choose for
himself in this area would
greatly outweigh all other facts
in the passing of legislation.
Mr. Trollope pointed out the
country of Australia where the
motorists in that country have

rebelled against the 'passing o
seat belt legislation, and that
many leading safety experts in
that country are asking for
repeal of the recently passed
laws.
There are many people, Mr.
Trollope pointed out, who suf-
fer from very serious phobias of
being strapped into a car. This
is particularly true with -older
people who have a difficult
time working the mechanism
that will release them from the
confines of the restraints in
case of an emergency.
Dominion Automobile
Association's safe driving
program over the past two
years, "Safe Driving is a
Family Affair" has continually
stressed the importance of
using seat belts. Through
posters, radio commercials, in
school demonstrations and
through the news media,
Dominion Automobile
Association has been carrying
out their program to promote
the use of seat belts. Mr.
Trollope in his speech said,
"We should be concentrating
our efforts on educating people
to use seat belts... in this way,
We will raise 'a generation of
people who have learned to use
the restraints, but we must not
force people to use them
against their will."

The first mobile homes for
Grand Cove Estates, the new
retirement park near Grand
Bend, will start arriving next
week from Hensall where they
are being manufactured by
Bendix Home Systems Ltd., it
is announced by Louis A. Rice
of Rice Construction Co.,
Limited of Brampton, the com-
pany that is building the park.
The homes are being built at
the rate of three a day by Ben-
dix, whose 122 employees are
reported to be "busier than
ever" in spite of a slowdown in
the building of conventional
housing,
Meanwhile, work is
proceeding at top speed at
Grand Cove Estates in
preparation for the official
opening of September 10th
when the Hon. Donald R. Ir-
vine, Acting Minister of
Housing, will cut the ribbon,
Roads, sewers and "The Club
House", which is the name of
the park's recreation centre,
are all being given priority. The
recreation hall name is in
keeping with the theme of the
street names at Grand Cove
Estates, all of which carry the
names of well-known golf cour-
ses.
There are four mobile homes
open to visitors at the park,
located at the border of
Stephen Township and the
Village of Grand Bend. Homes
are sold outright and the land
is rented on the basis of a long-
term leaSe. Rental fees also pay
for all services and facilities,
including underground hydro,
telephone and TV cables, swim-
ming pool, shuffleboard courts,
With the summer weather,
more bicycles are on the road,
says the Ontario Safety League.
Traffic accidents take the lives
of many bicycle riders every
year and injure thousands of
others in Canada. Many of
these accidents involve a
violation by the bike rider, but
that doesn't excuse the driver.
Be on the lookout for bicycle
riders -- especially at dusk --
and give them a break.
Uneven surfaces
Stopping is controlled by fric-
tion. When a vehicle is
travelling over an uneven sur-
face, tires spend part of the
time off that surface, thus
lessening the amount of friction
and thereby increasing the
stopping distance considerably
in some instances, states the
Ontario Safety League.
