no exhaust fan to speak of.
After a less-than-smooth
tendering process, fire chief Marty
Bedard returned to council at its
June 17 meeting with two amounts
after the tender process was done
correctly. However, the two amounts
were the initial amounts, from the
initial bidders. Bedard maintained
his initial viewpoint, and continued
to recommend the higher bidder,
Somers Electric.
The initial request for an exhaust
fan in the hall came when Huron
East agreed to allow an ambulance,
stationed in Brussels for 12 hours a
day, to position itself in the hall. The
exhaust fumes, among other fumes,
were a concern for Brussels
firefighters.
The ambulance has to be
constantly running in order to
maintain a specific temperature
inside, due to the medication it
carries.
Deputy-mayor Bernie MacLellan
reported back to council that the
ambulance stationed in Brussels 12hours a day has found a new home atHuronlea home for the aged. Thismade the exhaust fan at the fire halla moot point. However, MacLellan,out of curiosity, questioned Bedardas to why he insisted council
consider the higher bid. Bedard
stood firm on his initial defence,
saying that Somers Electric was a
local company that knew the
building.
While council had been discussing
the possibility of a “buy local”
policy for the last two months, there
had been too many uncertainties in
such a policy and it has since been
put on the shelf.
The confusion surrounding this
issue began when issues considering
the exhaust the Huron County
ambulance was emitting was
dangerous to the firefighters inside
the hall. Council then asked Bedard
to obtain a quotation on a new
exhaust fan for the hall. Dissatisfied
with the first quotation, council then
asked for a second quotation.
Armed with both quotations,
Bedard returned to council, where
he recommended Somers Electric of
Brussels over Elligsen Electric of
RR4, Walton based on the
fact Somers was local and knew
the building. This proved to be yet another snagin council’s possible “buy local”policy, as Elligsen resides in HuronEast as well.There were discussions by councilthat it would be unfair to accept the
Somers quotation, which was
$151.93 more than the Elligsen
price. However, the point was also
raised that once the Somers
quotation was made a matter of
public record, it would not be
difficult for Elligsen to come in
under Somers.
However, once all of council was
informed that both quotations were
obtained outside of the official
tendering process, the decision was
made to re-tender the job properly.
However, the process yielded just
two responses, the initial two from
Somers and Elligsen, who both
opted to stick with their original
prices.
While the exhaust fan was
eventually rejected, the possibility of
installing one was discussed, despite
the fact that the ambulance had
confirmed its move to Huronlea.
However, several councillors
disagreed with this suggestion. Once
the extenuating circumstances the
Brussels hall had to deal with were
removed, council decided it couldnot warrant such an expense for onefire hall without spending similarlyon the municipality’s two other firehalls.Councillor Joe Steffler agreed,adding that if exhaust fans for the
purpose of running vehicles were to
be installed, that the courtesy would
have to then be extended to the
municipality’s public works
buildings.
MacLellan said that in fact, an air
quality study had been done on the
Brussels fire hall and the results
came back positive and that the
exhaust fan was merely a
recommendation.
In addition, MacLellan ensured
that the county would pay Huron
East the rest of the year’s rent for the
use of the fire hall, despite the fact
that it has taken up residence at
Huronlea.
MacLellan says that Huron
County will continue to pay the
municipality for the rest of the year,
citing something that he
remembered from a county council
meeting years back that jogged his
memory in this situation.
From Jan. 1, 2009, Huron County
will pay rent to Huronlea for the use
of its facilities.
