The Citizen, 2008-03-13, Page 20At its March 4 meeting, HuronEast council defeated a motion thatwould see its previous bylaw to deferfarmland taxation rescinded. With commodity prices hitting their highest prices in years, mayor Joe Seili and deputy-mayor Bernie MacLellan questioned whether the deferral was necessary any longer. After the issue was opened up for discussion, council voted to stand by its original viewpoint taken last fall to defer farmland tax, a move applauded by many of the municipality’s farmers over the last several years. *** At the request of councillor Bill Siemon a bylaw was prepared to limit idling in Huron East. The bylaw would see idling in most vehicles limited to five consecutive minutes. There would be several conditions including medical considerations, emergency vehicles and temperature concerns, that would allow vehicles to idle longer if the temperature is higher then 27 °C or lower than 5 °C outside. However, the bylaw has been tabled and will be revisited at a later date. *** Council accepted the quotation of Somers Electric as submitted to install a fan and limit switch at the Brussels fire hall. This comes at a cost of $2,734.93 to the municipality. *** Council has taken action to place a sign that would limit engine brake usage on Hwy. 4 approachingKippen. This came at the request of twoKippen Road residents who areconcerned about the excessive noise from tractor trailers slowing down to accommodate the drop in the speed limit. *** Council appointed Alvin McLellan to the Maitland Valley Conservation Authority board. *** In minutes submitted to council,the owner of Walton motocrossexpressed interest in installing adigital sign at the Huron EastEconomic Development Committee meeting on Feb. 18. After obtaining a cost estimate, the point will be raised again at the next meeting There is also an inquiry as to whether the municipality and the local BIAs would like to buy advertising on the sign. In addition to the sign, a brochureis being prepared for the 2008motocross in Walton and advertisinginformation and costs will also beobtained for the next meeting. *** Council authorized the door-to- door canvassing by Community Living for their annual Flowers of Hope campaign. The campaign will take place in May. *** Due to the success of last year’s outdoor music night in Seaforth, a request came through councilseeking approval for four nights thissummer. The nights will take placebetween 1 p.m. and 6 p.m. on May24, June 21, July 19 and Aug. 16. While council approved the request, they also agreed to cover port-a-potty costs for the events. *** Council appointed the Huron County weed inspector as the municipal weed inspector for 2008. *** Council approved $391,306.63 in accounts payable. PAGE 20. THE CITIZEN, THURSDAY, MARCH 13, 2008. ROSS ROBERT TURVEY Mr. Ross Turvey of Wingham, formerly of Morris Township passed away at Braemar Retirement Centre on Monday, March 10, 2008. He was 88. Ross was the beloved husband of the late Mary Helen (Kerr) who predeceased him in 2000. He was the dear father of Linda and Gary Spearman of London, Sandra and Steve Nagora of Kitchener and John Turvey and his wife Linda Smith of Petrolia. He was the loving grandfather of Heather and Mack King of Ottawa. Ross passed away awaiting the birth of his first great- grandchild. He was the brother of Helen Gowing of Blyth and was also survived by several nieces and nephews. Ross was predeceased by parents Robert and Mary Ellen (Woodrow) Turvey, four sisters and two brothers. Visitation will be at McBurney Funeral Home, Wingham on Thursday from 2 - 4 and 7 - 9 p.m. The funeral service will be held at the funeral home chapel on Friday at 1:30 p.m. Interment will be in Brussels Cemetery, Morris Twp. Memorial donations to the Cancer Society, Alzheimer Society or Bluevale United Church would be appreciated as expressions of sympathy. On-line condolences may be made at www.mcburneyfuneralhome.com Huron East council briefsCouncil holds firm on tax deferral decision A question regarding the public access computers at the library was raised at the March 5 county council session. From the cultural services and seniors committee it had been brought to council’s attention that the libraries do not filter material or access to inappropriate materials. Director of cultural services Beth Ross explained that there is a policy, however, regarding the type of material that can be accessed. “If anyone is caught breaking the policy they are banned from using the computer,” she said. Also, she said, that every time someone new uses a computer, the cache or storage buffer in the computer’s central processing unit, is cleared so no one can go back and see what had been looked at by the previous individual. The computers are also placed quite publically within the libraries’ set up. “There is not a lot of privacy so it’s not usually a problem.
