THAT the Reeye may from time to time, subject to the provisions of this by-law. bor­ row on the credit of the cor­ poration of the Municipality such sum, not exceeding in the Whole $200,000, as may be de- termined by the Council, and may in manner hereinafter provided, issue debentures of the corporation in such sums ias the Council may deem pro­ per for the amount so bor­ rowed, with coupons attached as provided in section 4 of the said Act, 2. THAT, subject to Section 10 of The Tile Drainage Act, when, the council is of opinion that the application of any person to borrow money for tiie purpose of constructing a tile, stone or timber drain should be granted in whole or in part, the Council may, by resolution, direct the Reeve to issue debentures as afore­ said and to borrow a sum not exceeding the amount applied for, and may lend the same to the applicant on the com­ pletion of the drainage works, 3. THAT a special annual rate shall be imposed, levied and (collected over and above all other rates upon the land in respect of which the money . is borrowed, sufficient for the payment of the principal and interest as provided by the Act. 4. THAT ByJaw No. 9 of 1954 is hereby repealed for the purposes of further borrow­ ing. THAT By-law No. 9 of 1954 shall remain the authority for all monies borrowed under it until Dec. 31 of 1976, upon which time the powers Of By­ law No. 9 of 1954 shall be ter­ minated.
