Student consultant aid planned for business
The Ministry will hire ten
Masters of Business
Administration students between
the firstand second year of their
program at the University of
Western Ontario—selected and
supervised by a four-man faculty
board. The students will provide
the consulting service within a 75
mile radius of London for the
period May-August.
The board will comprise three
professors and a representative
from small business. Criteria for
selection includes academic
qualifications, actual work Tourism will result," he said, opportunities for them consistent

the program will help
universities increase
understanding of the problems of
such businesses, and provide
case histories and research
material for possible
development of courses in small
business and new enterprise
management.
It will provide first-hand
experience for students and

program will be nanlysed with a
view to broadening the service in
1973.

group of graduate' business
Students from the University of
Western Ontario School of
Business, it was announced by
Industry and Tourism Minister
John White recently.
This pilot project may result in
expanding this type of summer
Huron MP Robert McKinley
said last Tuesday in Ottawa he
understood consideration is being
given to building a sugar beet
refinery in Southwestern Ontario
but continued interest depends on
a long range protective policy of
the federal government.
He said an inquiry to
AgricultureMinister H. A, Olson
'confirmed the rumor but the
company has not been identified.
In the House of Commons the
Huron member asked if a long-
range policy was being
considered by government. He
was told only that the present
policy was an improvement upon
that which existed when the
Canada and Dominion Sugar Co.
Ltd. closed its refinery in
Chatham some years ago and the
sugar beet industry in
southwestern Ontario became
history.
Later Mr. Olson explained that
while Canada continued to import
"free sugar" from the world
market it has set a minimum of
$3.75 per hundred pounds for raw
cane. That price is nearly double
the price when C & D sugar closed
the Chatham plant.
Present retail prices of sugar
would make the industry
attractive to producer and
processor alike, but it would be
unlikely either would wish to
invest heavily in it without long-
term assurances. To provide
these, it would be necessary for
the government to enter long-
term world agreements,
Farmers should check all their
tile systems at least two or three
times a year, says M. Sojak,
Engineering Division, Ridgetown
College of Agricultural
Technology, and, he emphasized
that, "the most important
inspection is in the springtime",
The most important part of any
tile drainage system is the outlet,
In the spring, flowing ice in the
drainage ditch or ice and snow
sliding down the ditch bank may
have damaged or pulled out the
outlet pipe. Surface water run-off
may erode the ditchbank and
undermine the tile outlet. Rodent
guards may have pulled off or
rusted away. Any damage of this
type must be repaired at once or
the situation will deteriorate,
says Mr, Sojak.
Ditches which have silted for a
long time should be cleaned out to
allow free outlet for the drainage
system. A system with a
continually submerged outlet will
deposit silt in the tile and reduce
its efficiency and life.

Ontario Hydro today asked itS
11,700-member employees' union
for agreement on what constitutes
an emergency situation in the
event of a strike, The utility also
requested a meeting with union
officers to discuss procedures
whereby striking employees can
handle emergencies,
Local 1000 of the Canadian
Union of Public Employees
applied last month for
conciliation services. The union
is currently taking a strike vote,
although it has said it will strike
only as a last resort.
Ina letter handed today to W.A.
Vincer, president of the COPE
local, Hydro's director of labour
relations, Gordon McHenry,
asked the union to agree to the
following definitions of
emergency situations:
Any interruption of service to
hospitals, sewage disposal
plants, traffic lights or other
services, which jeopardizes the
safety or health of the general
public.

The pilot study was proposed by
the School of Business
Administration, University Of
Western Ontario. The project will
be under the general direction of
Professor C.B. Johnston of the
University's School of Business.

The fed6ral government has
subsidized the sugar beet
industry for many years, the
minister pointed out, and it was
not the grower who suffered from
low prices in the years prior to
the C D refinery shutdown at
Chatham. It was the refiner who
felt it could not continue.
Subsidies that guarantee the
grower $15.98 per ton for beets
with 121/2 per cent sugar content
have continued to be paid to
growers in Quebec and Western
Canada, but it is unlikely it will be
necessary to subsidize the 1971
crop. The return to growers is
expected to be above the
guaranteed minimum when final
payment is made from sale of the
refined sugar.
The southwestern Ontario
Sugar Beet Growers Marketing
Association still exists and
members of the executive with
other interested groups recently
met members of the agriculture
committee of the Liberal caucus
in Ottawa to present a brief urging
restoration of the industry in
their area. Presentation was not
made on the official level but
subsequently the agriculture
minister was made aware of
drains. However, it does occur to
some extent, Mr. Sojak noted.
These roots die during or after
the growing season. Dead roots
may clog tile outlets at the rodent
guard during spring runoff. These
guards should be cleared to
ensure proper operation.
Wash-ins or blowouts in
drainage systems must be
repaired immediately. If repairs
are delayed, a heavy rainfall
could clog the system with soil
from the point of damage to the
outlet.
A tile line that is working can he
spotted by the narrow strip of dry
ground surfaCe above it, If the
strip ends abruptly and it is known
the tile extends further, this may
indicate a blockage point.
Airplane observations are an
excellent way of detecting
nonoperating lines in a system.
Detailed plans of the system are
extremely important, and, says
Mr. Sojak, aerial photos, even
with a standard camera, can be
very helpful for comparison with
the plans.
Any interruption of service
which threatens to be of an
extended nature, especially if it
imposes hardship on an ill or aged
person.
Any equipment failure which
threatens a general breakdown of
the power system including
generation, transmission and
distribution.
The union has already declared
its willingness to maintain
service should negotiations break
down and walkouts occur. Its
contract expired March 31.
Under normal operating
conditions, Hydro is convinced it
can maintain the power supply in
the event of a strike. "We have
about 1200 persons from our
supervisory staff who can operate
the system and do essential
maintenance," says Bill Poison,
director of operations. "Out we
probably can't give normal
service in the event of emergency
repairs being required,"
with their own professional
development.
As soon as the regional offices
of his re-structured Ministry
were staffed and in operation,
said Mr. White, comprehensive
data on the opportunities existing
in the various regions would be
available and future programs
started without delay. Further
support will be available from
other government agencies such
as the Ontario ReSefirch
Foundation.
The pilot study—costing an
estimated 4;30,000—will includes
market audit and consulting plan
development to ascertain the
extent and nature of demand for
the service in Southwestern.

interested in the program. Later
the student consultants and
facultyhoard will meet to decide
policy and organize the summer's
workload, Each student will be
assigned over-all responsibility
for two or three firms.
"I must stress," said Mr.
White, "that this student group is
not intended as a source of free
labor for companies needing
conventional, part-time summer
employees."
"I am concerned in improving
the profitability of small
businesses,.. the students will
deal with those problems which
willlead to immediate as well as
long-run improvements n
productivity and profits," he
concluded.
