Councillor Ray Hallahan said that he was very impressed with the campaign that was run by all candidates, and that everything was very “clean”. He stated that he was ready to get up to speed on the practices and priorities of council. “Being the new ‘boy’ on the block again, I’m sure I’ve got lots to learn,” Hallahan said. “I’m looking forward to working with all members of council and staff.” Councillor Neil Warwick gave notice at the inaugural meeting of Morris-Turnberry council, Dec. 7, that he intends to move to kill the $5 tipping fee at the landfill site at the next meeting. “It’s the one thing people are talking about,” Warwick said of the controversial fee for taking garbage to the landfill. Warwick’s notice came following a discussion on the need for arecycling strategy.Nancy Michie, administrator,clerk-treasurer explained that the province is offering a $5,000 grant to create a recycling strategy for a municipality on its own, or $20,000 for municipalities in partnership. “We need authorization to prepare a report on the costs and the advantages and disadvantages of partnering with another municipality,” she said. The only logical partnership would be with Huron East for thegarbage from Brussels that comes tothe Morris-Turnberry landfill, shesaid. Mayor Paul Gowing pointed out the financial blow the municipality suffered when the $22,000 grant it had previously received to support waste management was cut to $10,000 last year through a change in the funding formula. This funding change was why the $5 fee had been created, to both raise money to make up for the loss and to encourage people to use the curbsiderecycling, for which themunicipality is compensated. Michie said she would need to consult Kent Hunter, the engineer with R. J. Burnside and Associates who does the annual report on the landfill for the Ministry of the Environment. Council gave permission for staff to prepare a report but later Warwickmade his notice of motion. When it was suggested the fee could be considered as part of the recycling strategy study, Warwick was adamant on immediate action. “I intend to make a motion (at the Dec.21) meeting to have it suspended,” he said.
