THE YEAR ENDING DECEMBER 31, 1969 To: The Municipal Council and Ratepayers, The Corporation of the Village of Bayfield, Bayfield, Ontario. Gentlemen: I have examined the books and records of the Village of Bayfield for the year ended December 31, 1969 and attach hereto the related financial statements. My examination included a general review of the accounting procedures and such tests of accounting records and other supporting evidence as I considered necessary in the circumstances. GENERAL The net long term liabilities for school boards were assumed by the Huron County Board of Education as at January 1, 1969. The financial statements include an amount of $4,770 due from the Township of Stanley for the adjustment of assets and liabilities as of the first day of January, 1965, for which agreement has not been reached nor payment received as of this date. SubjeCt to the qualifications concerning the Revenue Fund Balance Sheet, I hereby report that in my opinion: 1. The financial transactions which have come under notice have been within the powers of the municipality. 2. The audit has been conducted in accordance with the instructions of the Department of Municipal Affairs. 3. The financial statements present fairly the financial position of the municipality as at December 31, 1969, and the results of its operations for the year ended on that date. Duggan Celebrate anniversary They lived in Flint for 50 years where Mr. Duggan was an auditor with General Motors and Mrs. Duggan an elementary school teacher with the Flint school system for 32 years. The couple retired 10 years ago and since then have spent the summers in the Grand Bend - Bayfield area. Last October, they purchased 4 home in Bayfield and are enjoying the Village way ,of life. Lions Club Frolic was quite successful Mr. and Mrs. Walter L. Duggan of Main Street, Bayfleld, celebrated their 50th wedding anniversary on Monday, July 20, when friends and neighbours called to offer congratulations. A family celebration was held on Sunday, July 19. Originally from Teeswater and Durham, Mr. and Mrs. Duggan moved to Flint, Michigan, following their marriage at Durham July 20, 1920. third, Haw and Castle. Pony with rig, Paton children. Prizes for the best showing in the parade were won by: children's costumes - first, Pinocchio, Jeff Howlett and David, Lisa and Debby Kent; second, Push Me Pull You, the Pembertons; third, Downie Dragon, the Downies; special prize to the Spacemen, the Castles. Floats - first prize, Camp Canbay, Mrs. Gail King; second prize, Ship, Andy Webb; third prize, Graham's Store, Ann Laudenbach. Decorated cars - yellow Mustang, Hunters. Decorated bikes - first, Crystal Hoffman; second, Wendy Penhale; third, Darlene Warner; special, Tom Browne. Decorated trikes - first, Bobbie Siertsema; second, Debbie Siertsema. Families came from Bayfield, Goderich, Clinton, Exeter, Port Elgin, Hamilton, Wingham, London, Toronto, Arva, Burlington, Strathroy, Lucknow, Milton, Forest, Campbellville, Walkerton, Chatham, Guelph, Waterdown, Gorrie. Blanche Cook was recognized as the Bell that came the farthest distance to attend. She is from Minott, North Dakota, U.S.A. Mr. Willis Hall was elected the new president, and his committee for the 1971 picnic are: Arnold Bell, Bill Mutch, Olive Tufford, Walter Bell, Reg Twiss and Harry King. Contests were won by Bernie Cudmore, Brantford; Willie Cook, Goderich; Shirley Smith and Debbie Ai kenhead, Chatham; Don Bell, Clinton;„ Dawn Carter, Jay Maikraino",- Hamilton; and Bill Pole, London. Mr. and Mrs. Harry Powell of Goderich were the longest married couple at 64 years. Mrs. Will Powell of Milton was the oldest person, 86 years young. were Mr. and Mrs. Doug Fraser and two children from London, and on Sunday Mr. and Mrs. Carl Vanderhyde and three children of Chatham. Mr. and Mrs. L. Hawkins of Montreal spent the weekend with Mrs. W. L. Metcalf. Miss M. Monaghan of Toronto has been visiting Mrs. W. L. Metcalf for the past week. Major and Mrs. Dave Battye and children Blair and Renee have returned from Sioux Lookout and are holidaying in Bayfield for the month of August. Miss Ethel Blair is spending a two-week holiday with her parents, .Mr. and Mrs. Robert Blair. Mr. and Mrs. Ken Arkell are spending part of their holidays with grandparents, Mr. and Mrs. Fred Arkell. On June 25 Joanne and Ken flew from Bunde Netherlands to Dawson Creek, .4.13.q.,: spending a month with '3'440-add Mrs. K. F. Arkell. Mr. and Mrs. John McConkey, daughters Anne and Jane and son David of London will spend the month of August at their cottage. Reeve E. W. Oddleifson, Councillor Frank McFadden and Clerk Gordon Graham attended the Midwestern Ontario Regional Meeting in Listowel on Monday night at which the Hon. Charles McNaughton was the speaker, outlining development plans for the MODA area. The Bayfield branch of the Huron County Historical Society now has 57 members, the largest number in any one area. Although not holding regular meetings during the summer, this group ,keeps busy with various activities. Coming up in August is a showing of slides of the Bayfield area (different from those shown two years ago), and in September there will be another historical society display at the Bayfield fair. The collection at the Archives room here is gradually growing, as old photos and scenes, documents of 1.a.tious sorts, historical accounts given at meetings and ,1 other papers pertaining to history are preserved for the future. Mr. Dick Beer of San Antonio, Texas, is a guest of his sister, rs. Ann Ferguson, at her cottage on Tuyll St. Mr. and Mrs. Victor Currie of Regina, Saskatchewan, visited her cousins, Mr. and Mrs. Carl Diehl, at the Hut on Tuesday afternoon on their way home from Ottawa. Mrs. H. Wise and Mrs. Ian McRae of London, who are holidaying at Grand Bend, called on friends in the village last Tuesday. Mr. and Mrs. A. E. Latimer of Toronto are visiting with her mother, Mrs. G. Knight, of Louisa Street. Mr. and Mrs. Fred Heard of Stratford were Sunday visitors with Mr. and Mrs. Delbert Haw. Dr. and Mrs. W. Furter and daughter Lesley of Kingston, Ont., are guests of Mrs. Margaret Furter of Howard Street. Mr, and Mrs. Jack Pounder, John, Cathy, and Mary Beth of Calgary are spending their vacation with her parents, Mr. and Mrs. Lloyd Scotchmer.
