`,`Circular to each Township pouncillor
Sir:
The Harbor contractor, Mr. Hall has applied tO,have the following
scale of advances ,sanctioned by the council, viz. For timber
delivered on the ground 1000 ft. 12 pounds 10 shilling's. For timber
framed for 1000 ft. 7 pounds 10 shillings. Stone on the ground per
cord 1 pound. Iron per
We are bound to pay monthly for materials on the ground at the
rate of 90% of estimated value, but not for the fraining of timber
until the north is finished. However, as Mr. Hall has lodged his deeds
with us as security, I do not see that we would be, doing wrong in
making a fair advance. My own idea would be to give him 90% cwt.
on, the pieces above noted. Of course, I shall see that the contract
and assignment of d,eeds be perfected, before he gets any money. We
will require to have some competent person employed to secure the
work and materials monthly. Please let me know if your views agree
With mine. And whether you consent to my employing some party
to make the monthly estimate. As in the event 'of any difference of
opinion, 'I shall be requested to call the'council together on an early
date -- Yours truly Ninian Woods, ToWns reeve.
P.S. Let me have a written reply as soon as you can conveniently.

Sir:
I am directed by" the Township Reeve to give you notice that
there will be a meeting of the Township Ceuncil held.on Monday the
The circular which he wrote to 'members of council concerning
the contract with William 'Hall for the building of the first piers in
1854 is interesting in that William Hall was obliged to post his deeds
as security.
Lucy has never been able to find out whether he was the Hall who
lived on the Lakeshore Road, Goderich Township (now owned by
Sylvanus 'Cann) or some other,
From another solace she learned that in 1854 the Stanley
Township Council obtained a Harbor Loan of $10,000.00 from the
Bank of Upper. Canada at two percent, half yearly, in half yearly
payments with compound interest the same as Receiver General
charges on errors of Interest.
There seems to be no record of when the work was commenced
and when it was finished, kit at low water the wooden framework
of the south pier may still be seen on the lake bottom of the present
south pier.
Lucy heard years ago that there had been a lawsuit with Dr. R. H.-
Gairdner over the road to the harbor. (She presnmes the Mara Street
hill road). This is substantiaied by a printed report "The Treasurer in
account with the corporation of Stanley" from April 1, 1856 to
March 31, 1857, in both the common School Fund and Local Fund.
It was addressed to James Bailey, Bayfield P.O. with a note "Pass on
to yoUr neighbor" and included in the. BARNARD SNOWDEN
papers.

John Talbot, Gairdner's -road grout (presumably for work): Monthly
payments to William Hall began on October 24, 1856.
"On June 21, 1856 100 poundi, and on December 31, 100
pounds, interest on Harbor Loan was paid to the Receiver General."
The common school fund totalled 150 pounds 13s 51/2d. The
Local Fund 3030 pounds 4s 81/2d. They were audited by James Shaw
who Was paid 12 shillings 6 pence, Neil MacTavish, paid 12 shillings,
George Castle, tax collector was paid 12 pounds and Isaac Erratt,
assessor, 10 pounds.
W. W. Connor in charge of salary and selecting of jurors 1855-6,
was paid 41 pounds 10 shillings; treasurer, 3 pounds; Walter Riley,
Tavern Inspector, 10 shillings.. Reeve and Councillors were paid 2
pounds 10 shillings and 2 pounds 15 shillings, (prohably those from a
distance); retiring officers were paid 1 pound. There were no
policemen!
