During the tenth decade of Confederation, 1957-67, federal politics were dominated by Lester
Bowles Pearson and John George Diefenbaker. These former prime ministers - and the era
during which they charted Canada's course - are vividly evoked and analyzed in The Tenth
Decade, a series of eight one-hour film documentaries to be telecast weekly on the CBC
network starting Wednesday, October 27. The history-making series combines archival footage,
headline graphics and newly-filmed interviews with leading personalities of the period,
including the two principals, Mr. Diefenbaker and Mr. Pearson.

If you are among those who
are blessed with large trees on
your lawn or nearby, you must
be wondering whether the falling
ileaves are an asset or a, liability.
Most certainly there seems to be
no end to the work necessary to
clear them from the lawn and to
their ultimate disposal.
Leaves are nature's way of
adding fertilizer and organic
' matter -to the soil. True, it takes
a large quantity of leaves and a
lot of activity of soil bacteria-to
add much fertility, but with the
other added values they
contribute tremendously to the
life cycle of plants.
Leaves make a good mulch,
conserve moisture, keep down
grass and weeds, reduce erosion
and help regulate soil
temperature. When worked into
the soil, they add greatly to the
organic content in the form of
humus and thus improve
aeration, tilth and the soil
water-holding capacity.
A question often asked is
whether the leaves should be
I shredded by the rotary mower
and left on the lawn, or whether
they should be removed. Under
no circumstances should leaves,
either shredded or whole, be left
for any- length of time on the
lawn.
The best method of leaf
disposal is to make a compost
heap and use the leaves in the
garden when they are well
decomposed. To do this, first
stake out an area of four to six
i feet wide and eight to 10 feet
; long, preferably in the shade of a
building or near, but not under a
large tree, where you cannot get
anything else to grow, This
keeps it away from the wind and
direct sun that is likely to dry
out the compost too much.
Naturally, the heap should be
placed where it is not in general
view, and if no shade tree is
available shade it with burlap or
cover it with black polyethylene.
Before starting the heap,
erect a framework so that boards
may be added as the height of
the heap increases. Best of all for
walls are layers of cinderblocks,
for these can be removed when
the heap is to be turned, and do
not require any frame, .
Begin the heap by spreading a
couple of inches of manure, old
compost or good fertile soil on
the bottom and then add the
vegetable wastes as they
accumulate, As soon as the
added material becomes six
inches deep, sprinkle it with
complete garden fertilizer (four
to six ounces of 6.9-6 or 6.10-5
to a square yard) and an equal
amount of ground limestone (or
hydrated lime in a less amount),
Moisten the material if the
heap is dry, then cover it with a
quarter inch of soil. Organic
gardeners prefer nitrogenous
organic fertilizers, but I think
that the addition of a complete
fertilizer that contains other
elements besides nitrogen is
more beneficial in the long run.
Add further compost
materials (your leaves and any
organic refuse from your
garbage) by six-inch layers until
the heap is four to five feet high,
Leave the top of the heap
slightly hollow in the middle to
collect the maximum amount of
rain.
After a few weeks the central
portion of the heap will be
partially decayed, depending
upon the weather and the nature
of the material. However, if the
pile is started now it may take
until next June before much
decomposition occurs. At that
time the heap should be turned
so that the sides are in the
middle and the top on the
bottom.
The heap should be turned
again in August and if it has
been kept well watered it is
quite possible that the material
could be used next October,
Many inquiries are received
concerning the use of widely
advertised activators for
compost heaps. Nature is very
Living, as we do, in a part of
the world where the standards
are very high, we find it all but
impossible to contemplate an
existence in which we could not
afford the very best of food,
clothing, homes and cars, Our
liquor and tobacco bill alone
would feed an entire nation of
the same size on the other side
of the globe.
There is nothing wrong with
wanting the good things in life,
but it -is an open question how

There have been bitter
complaints about the cut-back in
car production in Canada since
the American government
announced its restrictive trade
policy in August. One of the big
American car manufacturers
stated that the chief reason for
the reduction of jobs was the
sharp increase in the sale of
imported cars, particularly those
of Japanese origin.
Obviously there are Japanese
workers willing to take lower
wages than their American
counterparts, As a consequence
Japanese cars arrive on the
American and Canadian markets
at prices which undersell the
domestic vehicles and sales of
the ,Intrie...-Koduct. 44. _ to the
point where lay-offs result.
It is not a new situation, nor
is it confined to the auto
industry, The official American
reaction has been to crack a stiff
import penalty on all goods of
foreign origin and that is why
the total system of world trade
is in such turmoil at the present
time.
Isolationist policies may be
employed for a limited time as a
weapon to force a better
balance, but should they remain
effect for long the
consequences to our own
economy will be tragic, The
world has grown too small to
con fine the -conduct of business
within one nation,. Although the
can make all the ears
needed within its own borders, it
must sell many of them abroad
in order to show any profit. No
trading nation is entirely
selt.sufficient today.
In other words, every Western
country has to face the
competition which has arisen In
the East and to meet that
competition it may be that
wages and profits on this
continent will have to be aligned
more closely with those in
foreign
There is no reason to believe
that we can go on forever
skit/lining off all the cream while
the test of the world takes what
is left. We will have to look a
good deal more closely to our
wasteful habits both as
producers and consumers. We
will have to tighten up our
efficiency and 'learn to live with
an economy which must shortly
be recognized as world-wide
rather than a North American
goody for our own sole
consumption.

and other refuse and this is
where these activators help.
There are basically two types
of compost activators, one a
chemical and the other
consisting of cultured bacteria,
The chemical activator supplies
the food for the bacteria that
decomposes the vegetable
matter. You can use the
prepiraiionsmade especially for
this purpose or one can use the
complete chemical fertilizer I
have prescribed above,
The bacteria type of activator
is simply the bacteria in a
dormant form. Here the theory
is that the material will decay
faster when there is a great
abundance of bacteria.
In the method of preparing
the compost heap described, I
have suggested using two inches
of good top soil; this will serve
the same purpose as these,
bacterial preparations. If your
soil is too poor, the commercial
activator may do the job much
better. It will also, of course,
conserve good soil, a commodity
that may be rare in your garden.
Whatever additives you use or
whatever method is adopted in
composting, they will not work
very well unless the heap is kept
moist during dry weather. Bear
this in mind at all times.
Your rewarding moment will
come when you pick up some of
this black Compost material and
feel it crumble in your hand.
