Province cuts off Jr. Farmer loans
No further loans will°be made
under the Ontario Junior Farmer
Establishment Loans. Act,
effective: February 13, 1969,
said the Hon. William A.
Stewart, minister of agriculture
and food, speaking in the
Ontario Legislature on
Thursday, February 13.
The minister noted that the
recent report of the Special
Committee on Farm Income in
Ontario called for a "bold new
approach in farm lending," and
referred specifically to the
duplication of effort in the farm
Mortgage field on the part of the
Ontario Junior Farmer
Establishment Loans Board in
Ontario, and the Federal
Government's lending agency,
the Farm Credit Corporation.
Mr. Stewart pointed out that
the Junior Farmer Loans
programme in Ontario came into
being in 1952 to fill a need for
mortgage money for young men
who were not being served by
Ipmemaramos
the Canada Farm Loan Board.
When the Government of
Canada reorganized its farm
credit facilities, by introducing
the Farm Credit Act in 1959,
Ontario felt that there was no
longer a need for parallel service,
and in 1960 the Junior Farmer
Loan was withdrawn. However,
in 1962 Ontario reactivated the
programme when it was found
that there was still a need to
consider those young men who
wished to buy the family farm
or enter into partnership with
members of the immediate
family. Since then the Farm
Credit Corporation has made
substantial changes in its
regulations.
"We are satisfied that the
mortgage money needs of
Ontario farmers can be filled by
the Farm Credit Corporation,"
said Mr. Stewart, "and that the
special circumstances that
generated the implementation of
the Junior Farmer Loan
programme in this province no
longer exist. It is our intention,"
the Minister continued, "to
maintain sufficient staff to
service those loans still
outstanding."
