The Citizen, 2012-12-20, Page 44PAGE 44. THE CITIZEN, THURSDAY, DECEMBER 20, 2012.Central Huron still silent on septic vote Despite a presentation from former Huron County Warden Bernie MacLellan and the Huron County Health Unit’s Bob Worsell on the proposed mandatory septic inspection program, council was left with more questions than answers at the Dec. 10 meeting. MacLellan, who had personallypresented and answered questions onbehalf of the program throughout the county, had visited eight of the county’s nine lower tier municipalities before visiting Central Huron, the last meeting on his list. The first, and most crucial, issue to several councillors was the cycle period. MacLellan has hoped, and Worsell has said it’s possible, to rollout on the program on a five-yearcycle, which would fall in line with the manufacturer’s suggested maintenance schedule for septic tanks. However, many councillors felt that was too short of a cycle, both from the perspective that they felt it didn’t need to be done so regularly and from the aspect that they didn’t think the county could complete inspections of all of itsseptic tanks in five years.Worsell says that he’s done the math and that completing the program on a five-year cycle will not be a problem according to his calculations. He also said that the program is not a “witch hunt” as it has been described by many. He said that if a septic system is operational, but doesn’t necessarilymeet with today’s building codestandards because it’s decades old, that system will get a pass. The program, he said, is largely educational and is searching for deficient systems and that’s all. Councillor Alex Westerhout said he was concerned about the program and its user-pay charges. He said that Obituaries IVIN SHANNON Ivin Scott Shannon of RR 4, Walton passed away peacefully at Seaforth Manor Nursing Home on Saturday, Dec. 15, 2012. He was in his 93rd year.
