North Huron Township Council
approved the removal of the 2-hour
parking limit signs throughout the
Village of Blyth.
During the Nov. 19 meeting,
council heard that the issue had
proven contentious with Blyth
businesses.
“This issue has been a point of
contention for several Blyth
businesses in the downtown core,”
Chief Administrative Officer Gary
Long said. “We know council had
good intentions with the initial
bylaw to apply rules and procedures
consistently across the municipality,
but Blyth residents would like
council to revisit this issue.”Councillor Archie MacGowan
immediately moved to grant the
extension, adding that Blyth
businesses, in previous meetings
with council, said that they would
try to be part of a solution.
The motion was seconded by
councillor Ray Hallahan.
Councillor James Campbell, who
wasn’t at the Business Retension and
Expansion report in Blyth where
the issue was discussed at length,
wasn’t sure as to how long
the exemption should be in effect
for.
“Is this just for the Festival period
or is this going to be year round?
How will it work with our winter
parking hours?” Campbell asked.
He also stated he was worried thatcouncil could hurt themselves with
this idea, since it could come back
on them, but others said that there
really wasn’t any other way to
address the issue.
Implementing free parking
periods, like after 6 p.m., would
not work because some Blyth
Festival shows run during the days.
Business owners also wanted
parking to be free and available all
day.
Outgoing Public Works head
Ralph Campbell explained that he
and his replacement, Kelly Church,
had been discussing the issue and
thought that putting two signs up;
one at each entrance of the village on
County Road 4, could be the
solution.He said most people don’t see the
signs, so they might not be scared
away from stopping in town for a
few hours but that the township
would then be meeting the
requirement of having the sign
posted in case there were issues that
the bylaw enforcement officer would
need to deal with.
Hallahan stated he believed people
might still be put off by that.
Council passed the motion butMacGowan suggested that
Campbell’s idea, as well as the rest
of their discussion, be presented to
the Blyth Business Improvement
Area (BIA) to get their response to
the issue.
Deputy-Reeve David Riach, who
was chairing the meeting in Reeve
Neil Vincent’s absence, said that he
would bring the issue up at the BIA’s
Dec. 5 meeting.
