A new animal control bylaw has
been officially passed in Central
Huron, but not everyone is pleased
about it.
The bylaw recommendation was
officially approved by council at its
Jan. 9 meeting in Clinton.
Several provisions, however, weremade to the wording of the bylaw at
the last minute.
It will be clerk Brenda MacIsaac
who has the authority to grant an
exception to the bylaw, if she feels
an animal forbidden under the new
animal control bylaw will be held in
excellent living conditions and will
not be a danger or a bother to other
municipal residents.It was suggested by councillors
that MacIsaac could perform this
task with a registration system
where owners of snakes, for
example, could have their animals
documented and officially permitted
by the municipality.
This suggestion came from
Animal Control Officer Bob Trick
who said it would only be fair to“grandfather” in residents who
currently own animals that as of Jan.
9, became forbidden under the new
bylaw.
One such resident was in the
gallery, stating that he owns several
snakes that would now be
considered forbidden under the new
regulations. He outlined several
problems with the proposed system,
including the fact that all of his
snakes look identical and there is no
way to tell which is which to
accurately report their age, for
example.
Trick suggested that those being
grandfathered in have to bring their
concerns and pet information to the
municipal office within 30 days of
the bylaw passing (Jan. 9). Dog-
owners have 45 days to do the same.
Central Huron Mayor Jim Ginnsaid he knew there would be an
adjustment period with the bylaw
and that there will certainly be a
learning curve.
“There are always issues when
you bring in a bylaw like this,” he
said.
Councillor Alex Westerhout was
against the bylaw, saying that should
not be the municipality’s business
what pets its residents choose to
own.
In addition to prohibiting animals
exotic to Ontario such as snakes,
bears, raccoons, monkeys,
venomous snakes, green and
common iguanas, alligators, all
marsupials including koalas and
elephants, the bylaw also limits
ownership of a certain number of

of Clinton passed away peacefully
with her family by her side, at
Clinton Public Hospital on Monday,
Jan. 16, 2012. She was in her 89th
year.
Josephine was the beloved wife of
the late Gordon MacGregor (1996).
She was the loving mother of Donald
and Kittie MacGregor of
Londesborough, Betty and Paul
Southgate of Hensall, MaryLou and
Steven Sproul of Kitchener,
Ruthanne MacGregor of London and
Frank and JoAnn MacGregor of
London.
Josephine was also loved by her
grandchildren Katie (Jason), Liz
(Bryan), Jen (Tim), Sean (Patty),
Jeremy (Cheryl), Kyle (Kitty), Dale
(Shannon), Christopher and Malory
as well as 16 great-grandchildren.
Josephine is survived by her sister
Irma Knox of Ingersoll.
Friends were received at the
Falconer Funeral Homes, Clinton
Chapel, Clinton on Wednesday, Jan.
18. The funeral service will be held
Thursday, Jan. 19 at 2 p.m. Spring
interment is in Burn’s Cemetery,
Hullett Township.
