comments on the draft animal
control bylaw which council
finalized at its Sept. 3 meeting.
The bylaw being considered
includes some small changes
proposed by the municipality’s legal
counsel and a simplified list of
animal species that are prohibited
unless they were already owned
when the bylaw is enacted.The definition of a public meetingcaused a stir when Mayor PaulGowing suggested that he thought
public comment could be
accommodated if a public meeting
was included as part of a regular
council session.
“I’m leery of having any public
meeting part of a regular meeting,”
said Deputy-Mayor Jason
Breckinridge, warning a large
turnout might make it hard to
accomplish the regular business.
Gowing, however, felt that withproper guidelines both meetingscould be held on the same night. Henoted there hadn’t been much
correspondence on the issue since
some hot and heavy meetings in
early summer.
“Maybe that’s because people
think there’s going to be a public
meeting,” said Councillor John
Smuck.
When Gowing again repeated his
belief that public comments could be
accommodated without the need for
a special meeting, a woman from thegallery called out “That’s not whatyou told everybody at the Junemeeting!”
“In my opinion we should give
people the meeting we promised
them,” said Breckenridge.
Councillor Jamie Heffer agreed. “I
believe we need to have a public
meeting as we promised,” he said.
However those wanting to speak
need to register as a delegation so the
meeting can be structured, he
suggested.
Councillor Neil Warwick agreedthat it should be advertised that anyone wishing to make anextended presentation needs to
register as a delegation but there
also needs to be an opportunity
for questions and answers, he
said.
“I don’t think we can vote on this
bylaw until we’ve considered the
public input,” he said.
Council will not take a vote on the
bylaw until its Oct.15 meeting at the
earliest.
